No mention of charter change during LEDAC meeting: Villanueva

MANILA -- Tuesday's LEDAC (Legislative-Executive Development Advisory Council) had no mention whatsoever of anything about charter change, Senate Majority Leader Joel Villanueva said.

"No, hindi naman," Villanueva said when asked if cha-cha was mentioned during the hearing.

Interviewed hours after attending the LEDAC meeting, Villanueva stated that only bills requested by the President were mentioned during their discussion.

"Naging matagumpay, masaya at productive yung mahabang pagpupulong ng ating LEDAC Council. At ang Pangulo naman ay masaya sa performance ng Senado, especially in passing priority measures," Villanueva said

What was asked by the President from Congress is to pass economic-related measures, like an amendment to the CREATE Law, specifically, one that would restore tax incentives to foreign investors who will put up business in economic zones, Villanueva said.

Bills to strengthen and protect the educational sector like the ARAL Act and the Enterprise-Based Education and Training (EBET) program of the Technical Education and Skills Development Authority were also raised, he said.

“The EBET Bill will serve as a bigger framework, encompassing even the apprenticeship program, to enhance skills development (of our students) based on industry needs,” the senator said.

“This is why it is important to enhance our EBET program, particularly (to make available) the tax incentives that participating industries get not only to increase participation, but also to ensure that our learners will be employed once they graduate,” he added.

The bill creating the Department of Water and amendments to the Universal Health Care Act were also mentioned by the President, according to Villanueva.

"Isa pang napag-usapan yung challenges in passing the Magna Carta for Seafarers. Kasi, we are supposed to pass it before the break also," he said.

The bill is currently in the bicameral conference committee level, and the plan, he said, is to pass the measure before their Holy Week Break.

RBH7 GOING STRAIGHT TO COMELEC

Villanueva described the meeting between senators and congressmen as "very professional," despite the intense political bickering between the two chambers regarding charter change recently.

Villanueva meantime frowned at some congressmen's plan to immediately refer the Resolution of Both Houses number 7 to the Commission on Elections, once it is finally approved on 3rd and final reading in the Lower House.

"They (congressmen) can do whatever they want... Puzzled lang ako when I heard about it because I also heard Congressman Boyet (Neptali) Gonzales, the son of (the late) Senator Neptali Gonzales made mention about the rules," Villanueva said.

"That in amending the Constitution, they would follow the procedures for the enactment of bills," he added.
