<p>The viral killing of a Golden Retriever named Killua has angered a Philippine senator who has filed a bill seeking to improve the state of animal welfare in the country, </p><p>In a statement, Sen. Grace Poe said she was heartbroken and enraged to hear of the mauling of Killua in Bato, Camarines Sur.  &quot;JusticeForKillua&quot; was the no. 1 trending topic on X on Tuesday.</p><div><a href="https://news.abs-cbn.com/news/2024/3/19/-justiceforkillua-netizens-blast-brutal-killing-of-dog-found-in-sack-1728" id="isPasted" rel="noopener noreferrer" target="_blank">#JusticeForKillua: Netizens blast brutal killing of dog found in sack</a></div><p>Viral video of the incident showed a suspect, Anthony Solares, chasing the Golden Retriever in the street. </p><p>The dog&#x27;s owner later said she found Killua&#x27;s corpse in a sack right outside Solares&#x27; house. The family has sought help from the police and the Philippine Animal Welfare Society (PAWS).</p><style type="text/css" id="isPasted">

However, his actions which were captured in a CCTV video, were fraught with excessive violence and shows that it was Killua who was being chased,&quot; Poe, chairperson of the Senate committee on public affairs, said. </p><p>Saying the matter is up to the courts, Poe noted there are laws which prohibit and punish the cruel treatment of animals. </p><p>Under the Animal Welfare Act of 1998 as amended by Republic Act 10631, “any person who subjects any animal to cruelty, maltreatment or neglect shall, upon conviction by final judgment, be punished by imprisonment and/or fine, as indicated in the following graduated scale: (1) imprisonment of 1 year and 6 months and 1 day to 2 years and/or a fine not exceeding 100k if the animal subjected to cruelty, maltreatment or neglect dies.&quot;</p><p>Poe said she has filed Senate Bill No. 2458 or “the Revised Animal Welfare Act”, which will include Mandatory Animal Welfare Education in the curriculum for primary and secondary education students.  </p><p>The bill also creates a Barangay Animal Welfare Task Force which will enable local officers to address the animal welfare issues &quot;with dispatch.&quot; </p><p>The Barangay Animal Welfare Task Force will work hand in hand with the corps of Animal Welfare Enforcement Officers (AWEO) from non-government organizations, citizens&#x27; groups, community organizations, and other volunteers who have undergone the necessary training and have been deputized by the Department of Agriculture Secretary as well as animal welfare enforcement officers from law enforcement agencies.</p><p>&quot;If we are to create a kinder society where animals and humans can co-exist in harmony, we must raise awareness on the proper, responsible, and humane manner of treating animals,&quot; Poe said.</p><p>The bill is now pending in the Senate Committee on Agriculture. </p>
