Memorandum Circular No. 45, signed by Executive Secretary Lucas Bersamin, said the suspension, from 12 noon onwards, is to provide government employees to “properly observe Maundy Thursday and Good Friday” and “to allow them to travel to and from the different regions in the country”.

The suspension, however, does not include agencies whose functions involve delivery of basic and health services, preparedness/response to disaster and calamities, and the performance of vital services.
