Teacher Sylvia Aquino makes last-minute preparation inside a kindergarten classroom devoid of any decoration at  Pinyahan Elementary School in Quezon City on Monday, August 28, 2023. The Department of Education issued Order No. 21 mandating all public schools to ensure that school grounds, classrooms, and all other school facilities are clean from unnecessary decoration, clarifying that appropriate visual aids may be used on related topics during classes.

Sherwin Gatchalian on Wednesday recommended that the Department of Education (DepEd) &quot;decentralize&quot; its hiring process to help address delays in filling up teacher positions in various schools.  </p><p>Gatchalian noted that this &quot;perennial&quot; problem of DepEd has been one of the causes of the large number of teacher backlogs in the country.  </p><p>“It takes 4 to 6 months to hire one teacher because it goes through the CSC [Civil Service Commission],” he said at the Kapihan sa Manila Bay Forum.  </p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/12/12/23/deped-on-incentive-for-teachers-we-cant-promise-maximum-amount">DepEd on incentive for teachers: &#x27;We can’t promise maximum amount&#x27;</a></div><p>“We are now recommending to DepEd to decentralize the hiring of teachers so that they can hire faster. If they can hire at the regional level or even at the division level they should do it, so it won’t go all the way to the central, and they should reduce the number of processes, kasi ang daming processes eh to hire,” he added.  </p><p>DepEd earlier admitted that the teacher shortage in the country has reached 58,000.  </p><p>DepEd Assistant Secretary Francis Bringas said this was mainly due to the limitations in the government’s annual national budget.  </p><p>Currently, there are over 8,800 teachers nationwide catering to more than 27 million learners.</p><p>“Every year kasi over the past few years, we are only given or allocated 10,000 teachers annually,” Asec. Bringas told ABS-CBN News.   </p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/07/11/23/deped-studying-wage-hike-benefits-for-teachers">DepEd studying wage hike, benefits for teachers: spox</a></div><p>“So nagpa-pileup talaga iyan, but this year we are hoping that we will be able to get allocation of 20,000 teachers para manlang iyong 58,000 natin ay mabawasan natin ng 20,000 this year and the following years,” Bringas added.  </p><p>Sen. Gatchalian, however, told DepEd to address first the delay in the hiring process so that the Department of Budget and Management (DBM) may start considering increasing the teaching positions.</p><p>“Even if we have 20,000 or 30,000 if they cannot hire 30,000 sayang ang pera so DepEd needs to fix that process first,” Gatchalian said.  </p><p>“It is not a question of number of teachers, it is the question of process,” he added.  </p><p>DepEd Undersecretary Michael Poa, meanwhile, maintained that the hiring of teachers is already decentralized with Schools Division Offices handling the process. </p><p>“Nonetheless, there is indeed a need to evaluate and review hiring processes.
