DENR suspends ECC applications for projects within protected areas

MANILA — The Department of Environment and Natural Resources (DENR) has ordered the suspension, until further notice, of all applications for an environmental compliance certificate (ECC) for projects within protected areas.

In a memorandum from the Office of DENR Secretary Toni Yulo-Loyzaga addressed to all undersecretaries for field operations, bureau directors, regional executive directors and directors, a list of directives should be implemented to make sure there is “stricter oversight and adherence to environmental regulations within protected areas.”

The directives include the conduct of an inventory of existing structures within protected areas and an evaluation of the existing structure’s compliance to environmental regulations and standards. A comprehensive review of all ECCs issued for projects within protected areas should also be reviewed.

“All pending and future ECC applications for projects within PAs processed at the Regional Offices shall be submitted to the Environment Management Bureau Central Office for final review and approval,” the memorandum read.

The announcement of the suspension was made during Loyzaga’s visit to Mt. Apo Natural Park on Tuesday where she also discussed the next steps on Mt. Apo Natural Park and other protected areas.

In March, lawmakers questioned the operation of a resort amidst Bohol’s Chocolate Hills without an ECC. Captain’s Peak Resort, since going viral, has stopped operations.
