LTO to tap MMDA traffic cameras vs erring motorists

MANILA — The Land Transportation Office (LTO) on Wednesday said they would be using the cameras of the Metropolitan Manila Development Authority (MMDA) to record  traffic violations in the National Capital Region (NCR).

“We might as well use them  in order to run after erring motorists who would openly defy traffic safety rules,” said LTO chief Vigor Mendoza II of cameras that the MMDA uses to monitor road conditions in Metro Manila.

Mendoza said the MMDA videos will be used as basis for show-cause orders against erring motorists.

Under the agreement, the MMDA will forward videos of violations, including details on the date and the time of the violation, and the license plate of the vehicle involved in them.

“Initially, we will be focusing on the violators of the EDSA Busway,” said Mendoza.

Previously, the MMDA used their CCTV cameras to enforce the no-contact apprehension policy (NCAP), which has been suspended by the Supreme Court last year.

According to critics, NCAP prevented alleged traffic violators from contesting the violations and penalizes the registered vehicle owners, not the actual drivers of the vehicles.

The policy also allegedly violates privacy and shifts the burden to the registered owner to prove that there was no violation.

Petitioner said this creates a presumption of liability of the registered owner.
