Mark Demayo, ABS-CBN News</span></span></span></div><div> </div><p>MANILA — Commission on Human Rights (CHR) chairperson Richard Palpal-latoc believes the creation of the Special Committee on Human Rights Coordination will not affect their mandate as an independent National Human Rights Institution.</p><p>&quot;Ang tingin ko walang magiging problema sa amin... Normal naman hindi nagkakasundo yung aming data but still we submit recommendations,&quot; he said.</p><p>(I do not think there will be a problem. Differences in our data is normal but we still submit recommendations)</p><div><a href="https://news.abs-cbn.com/news/2024/5/12/special-human-rights-panel-created-as-marcos-underscores-need-for-humane-law-enforcement-1159">READ: Special human rights panel created as Marcos underscores need for humane law enforcement</a></div><p>President Ferdinand Marcos, Jr. this month ordered the creation of the panel, underscoring the need to have a “human-rights-based approach towards drug control and counter-terrorism.”</p><p>The special committee will be under the Presidential Human Rights Committee, a body that has been criticized by human rights organizations for playing down abuses during the Duterte administration.</p><div><strong>&#x27;CHR NOT PART OF EXECUTIVE BRANCH&#x27;</strong></div><p>Palpal-latoc explained the CHR cannot be included in the committee because they are an independent body and do not fall under the executive branch.</p><p>&quot;Human rights po is primary obligation of the state. So ang dapat nagde-deliver ng services to address human rights issues is the executive department,&quot; he said.</p><p>(So, it is the executive department that should be delivering services to address human rights issues.)</p><p>&quot;Ang Commission on Human Rights po ay watchdog and will look how the government is complying with its obligation.&quot;</p><p>During the Duterte administration, the CHR was excluded from a justice-department led review of anti-drug operations that led to death, had a hard time getting access to police data on killings, and, one point, was threatened with an annual budget of P1,000 for allegedly defending criminals and drug dealers.</p><p>Palpal-latoc said he would like to see the implementing guidelines of the committee and he hopes it will not affect the CHR&#x27;s annual budget.</p><div><a href="https://news.abs-cbn.com/news/11/14/23/senate-defers-chr-budget-deliberation-over-abortion-stance">READ: Senate defers CHR budget deliberation over abortion stance</a></div><p>He also said the CHR is ready to submit data to the committee or study the report released by the special committee and compare it with their own data, eventually issuing their own recommendations.</p><div><strong>SENATORS WELCOME CREATION OF SPECIAL COMMITTEE</strong></div><p>Human rights groups like Human Rights Watch and Karapatan have been less optimistic about the new panel, saying special bodies and task forces created in the past have not delivered.</p><p>&quot;[T]hese bodies are mere embellishments meant to appease the growing indignation here and abroad against the escalating violations of civil and political rights in the Philippines,&quot; Karapatan said Sunday.</p><p>Senate Majority Leader Joel Villanueva and Sen. Francis &quot;Chiz&quot; Escudero on Monday welcomed the creation of the special panel.</p><p>&quot;It is crucial not only for addressing human rights issues related to the previous Marcos regime but also for addressing concerns from the previous administration and the entire country,&quot; Escudero said.</p><p>Villanueva meanwhile said the move makes the protection of human rights &quot;a top priority&quot; in the Philippines. </p><p>&quot;Human rights are primordial, and every Filipino citizen deserves to have them upheld and protected as enshrined in our Constitution.
