CA defers ad interim appointment of DMW chief Cacdac

MANILA — Deliberation on the ad interim appointment of Department of Migrant Workers (DMW) Secretary Hans Leo Cacdac was deferred Tuesday by the Commission on Appointments (CA) due to the lack of time.

SAGIP party-list Rep. Rodante Marcoleta made the motion since he still had pending questions for Cacdac.

The CA also still needs to discuss the opposition laid out during the meeting.

In the deliberation, Marcoleta pointed out the need for more lawyers for overseas Filipino workers (OFWs) in the Kingdom of Saudi Arabia.

Cacdac said they have two law firms there to represent OFWs.

“There are two law firms that are representing us all throughout the Kingdom,” Cacdac said.

“We are looking at the prospect of hiring more lawyers within the Kingdom. We are just starting with these two sets of law firms, but we will strengthen our legal representation and there is specific instruction to not just go with a limited quota…We will maximize our legal assistance efforts.”  

Also present in the deliberation were Ferdinand Delos Reyes of the Overseas Filipino Workers Veterans Association and Roberto Tan, a concerned citizen, who both opposed Cacdac’s appointment. 

Tan brought up the issue of seafarers aboard the carrier ship Galaxy Leader who are still being held hostage by Houthi rebels.

According to Cacdac, they have been working closely with the Department of Foreign Affairs for the release of the Filipinos. They are also taking care of the families.

Meanwhile, one of Delos Reyes’ points was Cacdac’s supposed dummy agencies which is a conflict of interest.

Cacdac answered, “I vehemently deny I own dummy agencies.

President Ferdinand Marcos, Jr. appointed Cacdac in April after serving as its officer-in-charge since last year following the death of Sec. Toots Ople. 

If another committee meeting on Cacdac’s ad interim appointment is not scheduled by May 22 or the last session day before Congress adjourns sine die, he will be considered bypassed. He will need to be reappointed by the President.
