Israelito Torreon said there could have been a violation of due process as the parties were never asked to be heard about the proposed transfer of venue.</span></div><div dir="ltr" style="color:#000000;background-color:transparent;text-decoration:none;vertical-align:baseline;white-space:pre-wrap">“It was decided based only on the unfounded and unsubstantiated claims of bias in Davao City courts which, if analyzed properly, may actually constitute a slight on the local courts in Davao City and may be interpreted as an attack on the judiciary as a whole as such claims tend to diminish the confidence of the public on our judicial system just because of locational concerns,” Torreon said.</span></div><div dir="ltr" style="line-height:1.38;margin-right:23pt;margin-top:8pt;margin-bottom:8pt"><span instead of filing the petition before the Davao court, with the presiding judge requiring the parties to submit their respective comments.</span></div><div dir="ltr" style="color:#000000;background-color:transparent;text-decoration:none;vertical-align:baseline;white-space:pre-wrap">He added all documents will then be submitted to the Office of the Court
