Ex-Caloocan Mayor Malonzo files corruption rap vs Rep. Malapitan

MANILA — Former Caloocan City Mayor Reynaldo Malonzo has filed a complaint against Caloocan City Rep. Oscar "Oca" Malapitan, accusing him of graft for allegedly transferring a portion of his Priority Development Assistance Fund (PDAF) from 2007 to 2009.

A former movie actor, Malonzo was accompanied by his wife and lawyer when he filed his complaint against Malapitan before the Office of the Ombudsman on Tuesday.

The amount involved was P8 million, with portions of Malapitan’s PDAF allegedly transferred to a non-government organization Kaloocan Assistance Council, Inc (KACI) which Malonzo said, has been found by the Commission on Audit as an unqualified recipient.

“Nakita namin yung findings and observations ng COA na matagal na... More than 10 years na sa web ... isinama namin dito at iba pa,” Malonzo said in an interview.

Malonzo, citing COA findings, said KACI failed to liquidate the funds from Malapitan’s office.

The alleged anomalies happened at the same time as other alleged instances of graft in the use of the PDAF. Some cases filed over PDAF scams have led to convictions.

The Supreme Court has since ruled that the PDAF, also called the "pork barrel" fund,  is unconstitutional.

Aside from Malapitan, other respondents in the graft case filed by Malonzo, are Esperanza Cabral, Mateo Montano, Vilma Cabrera, Pacita Sarino, Leonila Hayahay, and Cenon Mayor.

ABS-CBN News tried to get Malapitan’s side on the matter, but the legislator has yet to reply to the query.
