CARMEN, Cebu – Vice President Sara Duterte on Wednesday said her self-appointment as the “designated survivor” during President Ferdinand Marcos Jr.’s State of the Nation Address was neither a joke nor a bomb threat.

“It is my first time to see a Vice President being checked for attendance in everything,” she said in Bisaya during the Brigada Eskwela National Kickoff.

“It is not a joke. It is not a bomb threat. Many missed the point. For me, if you don’t understand the first time, I don’t think you deserve an explanation,” she added.

(Karon rako nakakita nga kanang Vice President nga ginapangita ang ilang attendance sa tanan nga mga butang. Dili to siya joke. Dili pod to siya bomb threat.)

In an earlier interview, Duterte said she would not attend the July 22 SONA as she had appointed herself as the “designated survivor”.

Under a US tradition dating back to the Cold War, one member of the cabinet stays away from the Capitol during the president's annual speech to a joint session of Congress and the nation.

The idea is to have a so-called “designated survivor” still alive in the event that a disaster killed the top US leadership -- the president, vice president, members of the cabinet, leaders of Congress, and members of the Supreme Court, who are all gathered in the same place to hear the speech.

Duterte recently resigned from Marcos' Cabinet after tense relations between their families in recent months.
