MANILA — At least 578 former rebels have applied for amnesty offered by the government, the Office of the Presidential Adviser on Peace, Reconciliation and Unity said on Saturday. Presidential Peace Adviser Carlito Galvez Jr.  said around 300 of the applicants are from Negros Island, while others are from Zamboanga Peninsula. The applicants are 497 former members of Communist Party of the Philippines-New People’s Army (CPP-NPA), 33 from the Moro Islamic Liberation Front (MILF), 36 from the Moro National Liberation Front (MNLF), and two from the Rebolusyonaryong Partidong Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade (RPMP-RPA-ABB).Galvez said the National Amnesty Council (NAC) has established nine Local Amnesty Boards (LABs) across the country, and plans to set up 10 more. <div><a href="https://news.abs-cbn.com/regions/2024/6/27/philippine-army-says-seven-leftist-rebels-killed-in-clash-1331" id="isPasted">Philippine army says seven rebels killed in clash </a></div>The LABs serve as centers where rebels can avail of amnesty, but only for political crimes or crimes committed in pursuit of political beliefs.Former members of the CPP-NPA-NDF were granted amnesty by President Ferdinand Marcos Jr. under Proclamation No. 404. Members of the RPMP-RPA-ABB, MILF, and MNLF were granted amnesty under Proclamation Nos. 403, 405, and 406, respectively. Under the proclamations, issued on November 23, 2023, members of these rebel groups have two years to apply for amnesty. Applications are filed with the LABs, which also handle the initial processing.  “Hindi naman natin sinasabing mabagal ang proseso. Ine-expect natin kasi ‘yong January hanggang June, more on administerial kasi ang nakita natin ‘di ba ‘yong proclamation, it was made last year and then only March nakuha ang ratification. Only after this careful process will the council recommend to the President the granting of amnesty.  “The NAC remains committed to ensuring a fair and inexpensive process in evaluating these applications, contributing to peace-building efforts across the nation,” the council said. Former rebels have until March 6, 2026 to avail the amnesty program.
