MANILA — The Department of Education (DepEd) on Saturday said it needs to improve students’ “access to digital technologies” to boost the Philippines’ ranking in international assessments, noting that some Filipino learners may be overwhelmed with tests administered on computers.

The DepEd will have to address challenges in the “access to digital technologies because the exams are taken on computers,” Education Secretary Sonny Angara told reporters on the sidelines of an event in Malacañang.

“Minsan nagugulat ‘yung bata kasi wala silang computer sa eskuwelahan nila then suddenly pagdating nila sa pagpasok ng exam, confronted sila ng computer,” he said.

“Nagugulat sila so kailangan ma-train sila sa exam preparation,” he said.

The DepEd will also “create a task force first of experts,” to further hone students who will take these assessments, Angara said.

“The focus is on science this time kasi yun ang exam… basic skills in science, understanding concepts,” he said.

The 2022 Programme for International Student Assessment (PISA) showed that Filipino students aged 15 years old were still lagging behind in math, reading and science compared to learners from other countries.

The Philippines’ average score in Science was at 356 points, well below the 485-point average of learners from Organisation for Economic Co-operation and Development (OECD) countries.

Filipino students got a mean score of 355 in math, and 347 in reading — digits which are also below the OECD average of 472 in math and 476 in reading.

“‘Yung PISA is about analysis. It’s not just memorization,” Angara said.

“Bibigyan ka ng problema, gagamitin mo yung konsepto at sasagutin mo yung problema,” he said.

President Ferdinand Marcos Jr. is already looking at an “initial action” on how to improve the Philippines’ scores in the PISA exam, the DepEd chief said.

“Sa estudyante, we need to keep testing and focus on math, science and reading dahil yung foundational skills natin ay humihina ng kaunti,” he said.

“I’m confident that in the next few years magagawan natin ng paraan yan,” he added.

Last month, the Philippines got the second to the lowest ranking in the PISA’s creative thinking test, which measured students’ ability to generate, evaluate and improve ideas to produce original and effective solutions, advance knowledge and create impactful expressions of imagination”.
