Metro Manila residents faced a literal deluge as the typhoon Carina-enhanced habagat hammered the capital region and nearby areas, affecting thousands. 

The capital region’s streets turned into rivers as some 217 mm of rainfall inundated the metro, reminiscent of Tropical Storm Ondoy that hit Luzon almost 15 years ago. 

Incessant rain led to evacuations, both forced and voluntary, as some communities were submerged under meters of water. Quezon City alone, the region’s largest city, is already assisting 22,000 evacuees in 154 evacuation centers.

The rain also brought poor visibility for motorists while pedestrians were forced to walk kilometers as several roads were made impassable.

While Carina, now classified as a super typhoon, did not make landfall it strengthened the southwest monsoon bringing torrential downpour.

The effects were enough for authorities to put Metro Manila under a state of calamity effectively allowing the government to tap emergency funds for rescue and recovery efforts.

This also imposes a price freeze on basic goods. 

State weather bureau PAGASA warned of the possibility the rains could continue until Thursday, with rainfall forecast to decrease by the following day.
