George Calvelo, ABS-CBN News/File</span></span></span></div><p>MANILA — The Food and Drug Administration (FDA) announced Tuesday it has approved the certificate of product registration (CPR) for the Vietnam-made vaccine for African Swine Fever (ASF).</p><p>FDA Director General Samuel Zacate said the vaccine has been approved with certificate of product registration for restricted use only by the Agriculture Department - Bureau of Animal Industry (BAI).</p><p>Zacate said the certificate will only be valid for 2 years, subject to strict monitoring and annual evaluation.  </p><div><a href="https://news.abs-cbn.com/business/06/02/23/african-swine-fever-vaccine-endorsed-by-agri-bureau">• African Swine Fever vaccine endorsed by Agri bureau</a> </div><p>Agriculture Secretary Francisco Tiu Laurel Jr. said there is a P350 million budget for the procurement of vaccines against ASF. </p><p>Laurel is hoping to rollout the vaccine through the Bureau of Animal Industry in the 3rd quarter of 2024. </p><p>The initial rollout will be under strict supervision of the BAI, he said. The Agriculture Department eyes having around 600,000 doses of the said ASF vaccines. </p><p>“Ang total estimate natin is we need around 600,000 doses for 600,000 growers or fatteners. Ang schedule nun depende sa availability ng vaccine. From what we understand existing stocks in the Philippines is only around 150,000 doses. The question is there’s only one supplier now na accredited, yung issue ngayon ng ASF from what I understand sa Batangas and Mindoro so basically yun ang uunahin,” Laurel said.  </p><div><a href="https://news.abs-cbn.com/news/2024/3/5/da-expects-asf-vaccine-approved-in-ph-by-late-2024-1343">• DA expects ASF vaccine approved in PH by late 2024</a> </div><p>The Bureau is already finalizing guidelines on how to implement the controlled use of ASF vaccines. </p><p>Laurel said those who will be part of the initial rollout include eligible commercial farms, semi-commercial enterprises and clustered backyard farms which will be on a voluntary basis. </p><p>After the rollout, the DA chief explained that the BAI will evaluate the vaccines&#x27; efficacy before endorsing it to FDA for its final approval and registration for commercial use. </p><p>Based on DA’s monitoring, there are still ASF in Batangas and Mindoro which most likely will be the concentration of its initial rollout especially those in the red and pink zones. </p><p>Meanwhile, Zacate emphasized that this brand of vaccine has undergone clinical trials last year and its application was lodged this year. </p><p>Agriculture Undersecretary for Swine and Livestock Dr. Constante Palabrica explained that ASF vaccine will only be given to hog growers and fatteners in the red and pink zones to avoid spreading the ASF in other parts of the country. </p><p>“Ang gagawin natin ika-cluster natin, para properly controlled lahat dahil - team ng BAI, team ng FDA ay nandoon. Meron pa kaming advisory group na mga scientists ‘pag may lumabas na issue, ipapasa namin sa kanila for analysis. But we will involve our backyard, semi-commercial and possibly commercial. Red zone, pink zone- ang pink zone kasi buffer yan eh para hindi hindi tumalon and pinpointed lahat. This vaccine can only be use sa grower ha, hindi puwede ‘to sa inahin,” Palabrica said. </p><p>Backyard hog raisers according to Palabrica has to be registered to BAI and those inside the red or pink zones will automatically be part of the cluster where the agency is going to vaccinate.</p><p>Palabrica admits that vaccinating clusters of hogs is not a one-time, big-time move to eradicate ASF because this also needs tight implementation of biosecurity. </p><p>“Ang bakuna nito, titirahin lang natin yung mga palakihin, hindi yung mga inahin. Kaya after 4 months babantayan namin yan, titingnan namin kung mabubuhay yung mga baboy at puwede nang ibenta. Controlled ito all the way,” Palabrica added. </p><p>The agriculture chief is hoping to bring back the confidence of hog raisers in the country by early next year to encourage them to repopulate again. </p><p>“Yung reap effects niyan sa tingin ko malalaman natin after 6 months pa eh, by February next year kung effective. It’s a confidence building measure eh.
