MANILA — The Department of Environment and Natural Resources (DENR) on Thursday shared initial findings of its study on the impact of reclamation projects in Manila Bay on the flooding in the area.

DENR Secretary Maria Antonia Yulo-Loyzaga said that generally, any change in the bay would in fact slow down the flow of water.

"In general po, reclamation projects will slow down the flow of water and will change the circulation and retention of pollutants and organic materials that are already in the bay," Loyzaga told the Senate Committee on Public Works.

"Just to summarize, the findings are that any physical change in the configuration of the embayment that is included in this area will change also the way the water and the pollutants, as well as the other elements that are chemically present and biologically present in the bay, it will change the way these behave," she added.

Loyzaga said that in their records, up to 2,576 hectares of the pending reclamation proposals have been awarded in the NCR area of Manila Bay.

Senators Juan Miguel Zubiri and Joel Villanueva had blamed the reclamation of Manila Bay for the flooding being experienced, specifically at the Senate premises in the GSIS Financial Center in Pasay City and Bulacan province.
The Executive Department is proposing around P305 billion for various flood control projects next year, the Department of Budget and Management said Thursday.
Of the total amount, P302.987 billion will be allocated to the Department of Public Works and Highways while P2.173 Billion will go to projects of the Metro Manila Development Authority.
President Ferdinand Marcos Jr earlier noted the need for a nationwide flood-control program as a more effective way to address worsening floods.
This after critics called out the government for the seeming ineffectiveness of the administration’s flood control measures, days after the President touted the 5,500 completed flood control projects in his third SONA.
