<div><span class="fr-img-caption fr-fic fr-dib" style="width:960px"><span class="fr-img-wrap"><img src="https://od2-image-api.abs-cbn.com/prod/editorImage/17235435514268-13-2024 6-23-29 PM.png" style="width:960px" class="fr-fic fr-dib"/><span class="fr-inner" style="text-align:left">Candidates and supporters begin their campaign for the Barangay and Sangguniang Kabataan elections (BSKE) in the City of Manila on October 19, 2023. <em>Mark Demayo, ABS-CBN News/File</em></span></span></span></div><p style="text-align:left">MANILA (<strong>UPDATED</strong>) — A bill seeking for a longer term of office for Barangay and Sangguniang Kabataan officials has been filed before the House of Representatives. </p><p>House Bill 10747 proposes to extend their term to six years from the current three years, with a maximum of two consecutive terms.</p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/2024/4/10/imee-proposes-6-year-term-for-barangay-officials-1603">• Imee proposes 6-year term for barangay officials</a> </div><p>The measure was authored by House Speaker Martin Romualdez, House Senior Deputy Speaker Aurelio Gonzales Jr., House Majority Leader Manuel Jose Dalipe, House Senior Deputy Majority Leader Ferdinand Alexander Marcos, TINGOG Party List Representatives Yedda Romualdez and Jude Acidre, and House Deputy Majority Leader Faustino Dy.</p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/video/news/10/30/23/2023-barangay-sk-elections-generally-peaceful-watchdogs">• 2023 barangay, SK elections &#x27;generally peaceful&#x27;: watchdogs</a> </div><p>In their explanatory note, the authors said that the bill considered the guidelines set by the Supreme Court in Macalintal vs. Comelec and Hidalgo, et al vs. Executive Secretary et al. </p><p>“The Supreme Court did not prohibit the postponement of the Barangay and Sangguniang Kabataan Elections, but on the contrary, merely set criteria to be met if Congress deems it necessary to postpone the same,” they said.</p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/news/10/24/23/supreme-court-denies-motion-to-move-next-bske-to-2026">• Comelec welcomes SC decision to deny motion to move next BSKE to 2026</a> </div><p>“The 1987 Constitution expressly grants to Congress the power to fix the term of office of barangay officials… The Constitutional provision is not merely an authority, but a directive to Congress to determine by law the term of office of barangay officials. Determining by law necessarily requires considering the ever-evolving needs of the communities. Presently, it has become imperative that programs be sustained by the disruptive effects of a short term in office,” the authors added.</p><div><a class="fr-green fr-strong" href="https://news.abs-cbn.com/video/business/10/30/23/how-barangay-officials-can-responsibly-manage-funds">• How barangay and SK officials can responsibly manage public funds</a> </div><p>“With more time in office, barangay officials can deepen their understanding of local issues and deepen their relationship with their constituents. Overall, a six-year term can enhance the quality and efficiency of local governance,” they noted. </p><p>The House Speaker vowed to push for the measure in a speech he delivered before the Liga ng mga Barangay in an event in Pasay City on Tuesday, which was welcomed with applause by barangay officials.</p><p>&quot;Kami po sa  House of Representatives, minabuti namin na i-file &#x27;yung House Bill No. 10747, an act setting the term of office of barangay and sangguniang kabataan officials to 6 years (applause) 6 years, okay iyan sa inyo?&quot; Romualdez said.</p><p>&quot;Sa totoo lang po, naintindihan natin, nalilito talaga tayo kung ano kaya. &#x27;Di ba noong nakaraan, ako ang  majority leader, extension ng extension, tapos may extension, tapos may Supreme Court ruling. Kaya siguro talaga kailangan ayusin natin ang termino ng ating barangay officials.
