Teachers' group wants 'urgent dialogue' with DepEd amid 'growing concerns' on working hours

MANILA -- The Teachers' Dignity Coalition (TDC) is seeking an "urgent dialogue" with Education Secretary Sonny Angara "to address the growing concerns of teachers over the policies on working hours and the MATATAG curriculum."

In particular, TDC National Chairperson Benjo Basas cited the need to suspend Department of Education (DepEd) Orders No. 5 and 10, as the policies within the orders "have been the subject of widespread dissatisfaction among public school teachers since the school year began last month". 

"We strongly believe that both orders should be immediately suspended, and the class programs should revert to previous schedules until the necessary policy changes are made," Basas said in a statement.

"These policies have unfortunately led to increased workloads and dissatisfaction among our teachers, as evidenced by the current class programs and the general sentiments of our colleagues," he added.

Basas explained how the said DepEd orders affect the workload of teachers.

"Sa DO 5, ni-require na 6 hours actual teaching lahat. Previously iyan ang limit, ang teaching ay not more than 6 hours kaya sa extreme cases lang nagtuturo ng 6 hours ang teachers. Pero ngayon sabi ay shall teach for 6 hours at required," he said in a message to ABS-CBN News. 

"Sa DO 10, ang number of minutes ng subjects ay bumaba from 60 minutes to 45 minutes, when DO 5 is applied, magtuturo ng hanggang 8 sections ang teacher in a day na maaaring non-stop for 6 hours o with minimal break of 20 minutes," he added.

Basas is calling on DepEd to conduct a "more comprehensive discussion that takes into account the principles, previous guidelines, history, and the broad experience of teachers and school heads". 

According to Dennis Legaspi, Media Relations Chief of the Office of Secretary Sonny Angara, the education secretary has already ordered a review on the concerns of teachers on working hours. 

Legaspi added that the agency is considering giving school heads a "certain level of flexibility" in implementing policies on working hours.
