MANILA — More than 203,000 positions in the government are still unfilled, according to the Civil Service Commission.During CSC’s budget briefing before the House Committee on Appropriations on Tuesday, the Commission and the Department of Budget and Management attributed the unfilled positions to delays in some agencies’ publishing of vacancies, qualification requirements, and uncompetitive salaries for some positions.“I think primarily ang reason is that, siguro ‘yung mga HR ng different agencies, hindi sila ganoon kabilis na mag-publish ng kanilang mga vacancies,” CSC Chairperson Karlo Nograles told the panel.<div><a href="https://news.abs-cbn.com/news/2024/8/25/csc-magsasagawa-ng-nationwide-job-fair-sa-sept-3-5-2024-1034" id="isPasted">CSC magsasagawa ng nationwide job fair sa Sept. 3-5, 2024</a></div>“Sometimes, ang narinig namin on the ground, is that marami pong JOs and COS who are very good in the job that they do, kaya lang wala silang eligibility. That&#x27;s why the CSC came out with a preferential rating, which we started March of this year. We hope na by adding or giving bonus points para sa mga JOs, COS na mga nagtatrabaho sa gobyerno sa different capacities, pero walang eligibility at dahil walang eligibility, hindi sila pwede mag-apply for the program ng mga plantilla positions,” he added.“Sayang ‘yun eh. Agencies keep on asking money from us. In the end, hindi naman magastos,” Zamboanga Sibugay 1st District Representative Wilter Palma said.If government agencies need adjustments in qualification standards for certain positions to help make it “more realistic”, they can bring the matter to the CSC, according to Nograles.“When we see naman the value in the adjustment in qualification standards, we deliberate on it and we approve it,” he said.The CSC is planning to conduct research with the University of the Philippines-NCPAG, which will seek to determine among others the reasons behind the huge number of unfilled positions, job orders, and contractual workers in the government.It is also eyeing a program to modernize the monitoring of unfilled positions in the government. Nograles said the project involves a digital platform where the Commission and the DBM can see real-time the vacant posts, and how long they have been vacant. The project will have to be approved by the National Economic and Development Authority.“The setup right now is ang monitoring system namin ng vacancies is not on a real-time basis. It is only when the agencies allow us to check on the vacancies. And, for the entire system, we get the number of vacancies every six months lang po. Every six months ‘yung pagkuhan namin ng number of vacancies,&quot; Nograles explained.But, if this project rolls out and is successful, magiging real-time na po. Kasi, those who are plugged into the platform, makikita namin ‘yung vacancies nila, gaano katagal nang vacant ‘yan, bakit hindi pa nafi-fill-up-an ‘yan. Pati ang DBM, namo-monitor na rin po nila kung bakit matagal nang vacant ‘yung positions na ‘yan. Nag-require ka ng isang position, let’s say five years ago, and it has not been filled up, to me, you don’t really need that position,” Baguio City Representative Mark Go said.“Kung mayroon naman pala diyan 20,000 (vacancies), 30 years nang unfilled. Ano’ng ibig sabihin noon? Tanggalin na natin ‘yan. ‘Wag na natin i-effort na lagyan. Because ibig sabihin noon, hindi natin kailangan ‘yan… ‘Yun ang pinakamadaling aksyon. Baka naman hindi natin alam, baka ‘yung kalahati ng 200,000 ay matagal na matagal na palang unfilled,” House Committee Vice Chairperson and Marikina City 2nd District Representative Stella Quimbo also proposed.“Mag-umpisa tayo sa national government… On that basis alone, kahit na sa NGAs (National Government Agencies) lang, malaking bagay na, malaking katipiran na on the part of Congress, kung sabihin natin, sukuan na natin ang ilang unfilled positions d’yan,” she added.Quimbo asked the DBM to provide the panel with a list of vacancies in the government and how long they have remained unfilled.Of the more than two million government workers, over 1.8 million are career employees and around 193,000 are either coterminous, casual, or contractual workers.The House panel terminated on Tuesday its deliberations on CSC’s proposed 2025 budget.
