MANILA — Kabataan party-list Rep. Raoul Manuel called to defund the Department of Transportation’s Public Transport Modernization Program (PTMP) saying there are still issues regarding the program. 


The Senate has called for the suspension of the program, citing, among others, the burden of financing the cost of modern units that will eventually replace the traditional jeepney.


The DOTr is proposing a budget of P1.6 billion for the PTMP, which Manuel noted is smaller than the Davao City public transport modernization project. That project costs P1.9 billion and, according to the DOTr, entails acquiring buses and electric vehicles and the repair of roads within the Davao area.

“Dapat nga hindi ito magpatuloy, so, at the appropriate time… isusulong ko pa nga na dapat zero budget. Dapat i-defund ang PTMP para sa 2025 hanggang hounded ito ng napakaraming issues kahit doon sa sinasabing majority na consolidated na mga jeep,” Manuel said during the budget briefing for the DOTr. 



Transportation Secretary Jaime Bautista reported that 159,862 or 83.38% out of 191,730 baseline units have been consolidated under 1,749 cooperatives and 1,088 corporations.


He said 11,197 MPUVs or 7% of total consolidated units are operational while 52,525 beneficiaries have been given social support. 


“In the journey towards modernization, 52,525 beneficiaries have been provided with social support in the form of training assistance and livelihood packages. In the coming years, with more resources and funding for the PTMP, the program aims to achieve more of its targets in order to attain its goal of providing public transportation that is comfortable, accessible, safe, sustainable and affordable,” Bautista said. 


He added the fuel subsidy project will also continue to mitigate the impact of rising fuel costs of eligible beneficiaries, including qualified PUVs, UV express, taxi, tricycles and ride-share units, as validated by the Land Transportation Franchising and Regulatory Board.


The DOTr said this is “to ensure the financial viability of their operations while eliminating the potential of fare increases that would burden commuters.”


The DOTr is proposing a 2025 budget of P180.894 billion for, higher than the P106.865 billion allotted for the agency in the 2024 General Appropriations Act.
