Yevgeny Emano raised the scenario where housing beneficiaries rent their housing units to other individuals.</p><p>“Halimbawa, ako ay informal settler. Binigyan mo ko ng condo. Babayaran ko ‘yan, ipapaupa ko ‘yan… Anong restrictions?” Emano asked.</p><p>(For example, I am an informal settler. You gave me a condo. I will pay for it but I will have it rented by other people. What are the restrictions?)  </p><p>He noted: “We are also using government funds, people’s taxes. It’s gonna open a Pandora’s box. If I give it to you, the value will diminish.)</p><p>Emano said there should be guidelines before the housing units would be issued to the beneficiaries.</p><p>“Sige pag-aaralan natin, so far nakikita ko yung punto niyo,” said Acuzar.</p><p>“Ang nakikita ko kasi, unli-requirement tsaka yung banko. Yung restriction sa bangko,” he added.</p><p>(We will study it. I can see your point now. From my point of view, there are so many requirements in the bank alone.)</p><p>“Lalagay namin sa consideration, kung paano ang guidelines niyan,” he said.</p><p>(We will take it into consideration, the guidelines)</p><p>Acuzar reassured the House lawmaker on the matter so the housing units would not be taken advantage of.</p><p>Rep. Stella Quimbo, Committee on Appropriations senior vice chairperson, and Rep.
