NBI flags signature mismatch on Guo counter-affidavit

MANILA (2nd UPDATE) – The signature on former mayor Alice Guo's counter-affidavit in her human trafficking case did not match her signature samples, the National Bureau of Investigation (NBI) said Wednesday. 

The NBI's Question Document Division expert said the two signatures "were not written by one and the same person."

Authorities earlier said Guo had already fled the country when Elmer Galicia, a Bulacan lawyer, notarized the counter-affidavit last August.  

Guo's secretary Cath Salazar told senators on Tuesday that her boss had instructed her to go to her house and find a brown envelope inside a drawer. Inside the envelope, according to Salazar, was a piece of paper signed by Guo made to appear as the last page of a counter-affidavit.

Salazar recalled that Guo told her to attach the signed page to the actual counter-affidavit in her human trafficking case, which would become the subject of the questionable notarization. 

At that point, Salazar claimed that she had no idea as to the whereabouts of Guo, who had already fled the country.

The Presidential Anti-Organized Crime Commission (PAOCC) said it was unlikely that Galicia and Guo met in person. It is seeking to junk Guo's counter-affidavit.

Senator Risa Hontiveros, in a statement, said the NBI's findings prove that Guo "is a professional scam artist."

"Her entire identity is built on lies," said Hontiveros, the chair of the Senate Committee on Women, Children, Family Relations, and Gender Equality that is leading the inquiry into Guo's ties into illegal Philippine Offshore Gaming Operators (POGOs).

"Sabi niya at abugado niya, pumirma siya ng counter-affidavit bago tumakas. Pero ayon sa NBI ibang tao ang pumirma. Isa na namang kasinungalingan na dagdag sa patong patong na kasinungalingan," she added. 

"Mananagot dapat hindi lang ang kliyente pero ang kanyang abogado. Sana imbestigahan ito hindi lang ng DOJ pero ng Integrated Bar of the Philippines."

But Hontiveros also stressed that the NBI's findings only raised more questions, particularly on who aided Guo's escape.

Guo was arrested in Indonesia and brought back to the Philippines this month. 

Sen. Joel Villanueva also slammed Guo and said the NBI findings were "not surprising at all."

"What do we expect from these criminals who have been lying to us from the very start? Dagdag na naman ito sa patong-patong na mga krimen ni Guo Hua Ping o alyas Alice. Panahon na para panagutin siya at ang kanyang mga kasama sa batas," he said in a message.
