MANILA — Vice President Sara Duterte on Wednesday challenged a former Department of Education official to present documents to prove her claim that the former Education Secretary was handing out envelopes with money.


The Vice President issued the statement after former DepEd Undersecretary Gloria Mercado told a congressional inquiry that Duterte and other Education officials rigged biddings for several equipment.


“Dapat siguro kung mag-akusa siya ng ganiyan may papel siya,” Duterte said in a press conference in Mandaluyong City.


“Gloria Mercado is a disgruntled former employee of the DepEd. She was let go because of loss of trust and confidence sa office of the Secretary,” she said. “Hindi lang siguro niya matanggap na kasalanan niya bakit siya pinalayas sa DepEd.”



Mercado sent an unauthorized solicitation letter to a company in 2023 to ask for P16 million on behalf of the DepEd, Duterte said.


The amount would be used to pay for transportation, power source, web hosting and other technical requirements for the DepEd’s General User Response Optimization (DepEd-GURO) program, according to a letter Mercado signed in August 2023, Duterte said. 


Mercado also appointed a teaching personnel from Central Visayas to a non-teaching post in the DepEd’s headquarters, Duterte said, noting that the designation was considered irregular and received complaints. 


“Ginawa niyang Executive Assistant niya… mayroon yang paper trail,” Duterte said.


“Hindi ko na pinalampas. Sinabihan na siya (Mercado) na there is loss of trust and confidence and you should go,” she said.


“Sabi niya, ‘Puwede ba mag-retire na lang ako kasi ang tagal ko na, matanda na ako.’ Then sinabihan siya, ‘Okay,’” she said. 



Mercado’s revelations against the DepEd in the congressional inquiry did not come as a surprise as she is known to badmouth her colleagues without sufficient basis, the Vice President said.


“Sinisiraan niya isang Usec and isang Asec ng DepEd. Bago pa kami noon… Nagulat ako kasi kapag HR ka, hindi dapat ikaw mag-cause ng away-away sa institusyon,” she said.


“Ganoon din ginawa niya noong umalis na siya sa DepEd… Lumipat siya sa Senate, one of the offices of the senators,” she said, without further details.


Duterte earlier wrote to the House Committee on Good Government and Public Accountability, saying that she would not attend its “unnecessary” congressional inquiry. 


The Vice President also dismissed congressional investigations into the DepEd’s and Office of the Vice President’s budgets as “well-funded political attacks.”
