Francis Pangilinan, isa sa mga may-akda ng Juvenile Justice and Welfare Act of 2006.</p><p>Nakasaad sa batas na pwedeng maging criminally liable o mapanagot ang mga batang edad 15 pataas kung mapatunayang may sapat silang pag-unawa at kaalaman sa ginawang krimen.</p><p>Dadaan naman sa intervention program o ilalagay sa youth care facility o tinatawag ding Bahay Pag-asa ang mga nasa edad pababa 15.</p><p>Hindi rin ligtas sa civil liabilities ang mga batang suspek.</p><p>May pananagutan naman ang mga magulang ng mga batang nasasangkot sa krimen o children in conflict with the law.</p><p>Paglilinaw din ni Atty.
