MANILA -- The government has begun implementing the floor price of palay on October 30, top agriculture officials in the country confirmed on Thursday.In a joint press conference, Senator Francis Pangilinan said Executive Order 100 has set the floor price at P17-23/kilo for fresh palay, and P23-30/kilo for dry palay. This EO is designed to help ensure rice farmers will get the right price for their harvest.The issuance of EO 100, as well as Executive Order 101, which mandates the full implementation of the Sagip Saka Act, was prompted by the sharp decline in palay prices in recent months.With the EO 100 in effect, farmers can expect higher palay prices, a far cry from palay prices in previous months that dipped as low as P8/kilo.The floor price will be set per region by a steering committee to be composed of representatives from DA, DILG, DTI, DSWD, DAR, and the NFA.The steering committee will oversee price setting, enforcement, and nationwide compliance.Aside from guaranteeing fair prices for farmers, the EO is expected to stabilize the rice market, maintain a steady supply, and prevent sudden price surges during the harvest season. Individuals purchasing palay below the floor price may face administrative sanctions.Meanwhile, the EO 101 mandates the full implementation of the Sagip Saka Act.Under this act, national government agencies, GOCCs, SUCs, and LGUs are authorized to directly buy agricultural and fishery products from accredited farmer and fisherfolk cooperatives to ensure fair market opportunities and faster transactions without public bidding.The DA said both EOs complement each other, and are affirmations that the government is standing firmly with the country&#x27;s farmers and fisherfolk.
