MANILA -- The Tatak Pinoy program has officially been launched to strengthen local industries to make Philippine products more competitive.Department of Trade and Industry Secretary Cristina Roque said the multi-year Tatak Pinoy strategy was approved by President Ferdinand Marcos Jr last October and is the first ever national industrial policy institutionalized through law.“It provides a clear focus path to boost productivity, strengthen competitiveness, and build a more inclusive future-ready economy,” Roque said.The new program aims to help local businesses improve their products and services through a whole-of-nation approach. This is anchored on five pillars- human resources, infrastructure, technology and innovation, investments, and sound financial management.One of the salient provisions of the law is the mandate on domestic preference in government procurement, allowing local suppliers to be awarded the contracts if their bids are within 25 percent of the lowest foreign offer.“We are using the power of public spending to fuel innovation, strengthen our supply chains, and ensure progress begins at home,” Roque added.Education Secretary Sonny Angara, who is the author of the bill when he was a senator, attended the launch event. He said he will also implement Tatak Pinoy at DepEd.“Yung mga gagamitin sa pag construct ng silid aralan, maaring locally produced rin. Tapos yung ating book industry, pwede yun isang paraan para itaguyod natin mga local authors o manunulat,” he said.Angara also said this new policy is not a protectionist form of policy, but instead a competitiveness-based. He said this differs from the previous ‘Filipino First’ policy decades ago.“The concept behind Tatak Pinoy is don’t buy local just because it’s local. Yan ang kinatakutan ni Secretary Arsi [Balisacan] noong araw. Sabi niya ‘ano kaibahan nito sa ‘Filipino first policy’ ng nakaraang dekada, diba yun pumalpak, di naman sumikat’. Kasi yun protectionist-based yun, hindi yun competitiveness-based. Sabi ko Sec Arsi ‘this is competitive, all about competition.”Sergio Ortiz-Luis Jr., President of the Philippine Exporters Confederation Inc, welcomed this new policy, saying this will benefit all sectors, including exporters.“Yung import natin mababawasan because they will buy local. Even the exporters will be helped because yung competition nila, many exporters are also both local and export manufacturers. So to a certain degree they will be supported sa local nila,” he said.The new policy will have nine priority sectors, namely information technology and business process management; food and agro-processing; cement, steel, and construction; semiconductors; electronics and electrical devices; automotive, electric vehicles, and automotive components; pharmaceuticals, diagnostics, and health products; defense manufacturing; and chemicals and industrial inputs.
