Don Artes said all traffic violations are covered by the NCAP, adding the agency will be installing additional CCTV cameras for the program.“Maraming bagong cctv, mas moderno, mas high-tech ang resolution. However, the TRO remains in effect for local streets.Artes said artificial intelligence will be used in spotting traffic violations. A supervisor will review the footage before sending a notice of violation to the registered owner of the vehicle.Violators will be informed about the traffic offense through express mail within 7 days. If the new owner commits a traffic violation before ownership is transferred, the penalty must first be paid in order to register the vehicle.“Lookout ng bumibili ng sasakyan na ipa-transfer kaagad. Ang epekto n’yan, hindi nyo marerehistro ang sasakyan hanggat hindi n’yo nababayaran ang penalty. Pag-uusapan din namin ng [Land Transportation Office] ‘yung posibleng automatic impound ‘yung vehicle kung hindi rehistrado. ‘Yan ‘yung isa sa implication kung hindi babayaran ang penalty,” he said.“Merong mekanismo kung saan pwedeng i-clarify na ang nagda-drive mismo ng sasakyan ay ‘yung driver para sa particular na violation. Ang rule, mag-a-attach ‘yung penalty sa registration ng vehicle so unless na ma-clarify sa amin kung sino ang talaga ‘yung nagmamaneho. Kung sigurado kami na siya ‘yung nagmamaneho, ililipat namin (yung penalty). Kung hindi kami sure, mananatili sa registered vehicle ‘yung violation.”
