MANILA — Outgoing Department of Energy (DOE) Secretary Raphael Lotilla on Friday refused to grade his 3-year stint at the agency, saying the consumers are the "best judge" of his tenure.

"I am not the best judge of that, it is for the consumers themselves to judge for themselves. I have always stressed that our problem is not only with generation, with transmission, but also with distribution and we still need to see significant improvements in the distribution area," he said.

Lotilla is set to head the Department of Environment and Natural Resources (DENR) after President Ferdinand Marcos' Cabinet shake-up. 

Undersecretary Sharon Garin will be the DOE's officer-in-charge.

Garin lauded Lotilla, whom she said "laid the groundwork for the future to have lower prices and energy security."

Meanwhile, Lotilla said it is already a done deal that the government's scheduled increases in biodiesel content are no longer pushing through as coconut oil prices rose in the world market. 

Lotilla said this will shield motorists using diesel from further price spikes due to the mandatory biofuels blend, which is now pegged at 3 percent.

POTENTIAL PRICE SPIKES IN IMPORTED FUEL PRICES

The DOE officials were also asked about the expected rise in imported fuel prices after Israel attacked Iran today, creating anxiety in the market that would push prices up.

Based on the first four trading days, diesel and gasoline prices are already up by more than P1/liter, excluding additional costs like premium and freight.

Energy Assistant Director Rodela Romero has already estimated the price adjustments to reach around P1.40/liter for both diesel and gasoline, not yet factoring in Israel's attack on Iran today, the last trading day for the week.
