'May Huli Ka': NCAP violations tracker goes live

MANILA -- The Metropolitan Manila Development Authority launched Monday a website that allows motorists to check if they have traffic violations under the No Contact Apprehension Policy (NCAP). 

In a ceremonial launch, MMDA chairman Atty. Romando Artes said the new website will give motorists a faster way to check their records to see if there are any traffic violations.

The website can be accessed at mayhulika.mmda.gov.ph.

"Basically magla-log ka, ilalagay mo yung plate number and kailangan po dalawa, yung MV File Number. Kasi yung dating May Huli ka app, i-key mo lang yung plate number lalabas na kung may huli. May violation po kasi ng Data Privacy d'yan kasi otherwise, lahat ng makita n'yong sasakyan, nagitgit kayo..titingnan n'yo na kung kamote 'yung nagmamaneho," Artes said.

Artes assured the public that traffic violations still go through the manual verification process of its personnel, despite using cameras with artificial intelligence (AI).

"Yung manual verification namin, ginagamitan ng utak ng tao, ginagamitan ng puso ng tao. Hindi po huli lamang po ng huli. In the same manner na kung may dadaan na ambulance o fire truck, police car na pinatatabi kayo, kahit po red, puwede kayong tumawid sa ganong pagkakataon at asahan n'yo hindi po kayo mai-isyuhan ng ticket," he explained. 

Artes also believes that NCAP instills discipline to motorists.

Nonetheless, there are still motorists who continue to commit violations, including a private motorist who had a record 309 violations by passing through the EDSA Busway since 2024.

Nine of those traffic violations were done after the reimplementation of NCAP in May.

Artes said the agency had already identified the registered owner of the vehicle, who is a resident of San Mateo Rizal. For the nine traffic violations alone, the registered owner needs to pay a total of P155,000 in fines.

The MMDA is also planning to launch a mobile application wherein motorists will be able to create their own accounts, check their violations, and eventually view the video of their violation. 

"Soon isasama rin namin na feature na kung sakaling nakabayad na yung motorista at nanalo siya sa contest, isasauli po namin yung bayad through online na rin," Artes said. 

Artes, meanwhile, reminded motorists that hybrid and Transport Network Vehicle Service (TNVS), will only be exempted from the number coding scheme and not in other traffic violations, said Artes. 

"Huwag na po sana mag-attempt yung ating mga kababayan na maglagay ng hybrid…bibili niyan…may listahan po kami niyan. Dadaan po 'yan sa manual verification. So kahit dikitan n'yo po yan ng sticker o ensigna na ito ay hybrid. Huhulihin pa rin po namin 'yan at ire-report namin kayo sa LTO para ma-penalize kayo," Artes added.

PNP chief Gen. Nicolas Torre III, who also attended the website launch, showed members of the media its 5-minute response policy.

He asked the media to challenge the ability of its policemen on the ground and choose a specific location in Quezon City that needs police assistance. 

"Pili kayo ng isang lugar sa Quezon City na nakikita ng CCTV ng MMDA at palalagyan natin ng pulis sa harap ng camera na yun o establisimyento na mapili ninyo," Torre told reporters. 

MMDA and members of the media identified the EDSA People Power Monument as the venue that needs a police response. And in less than 5-minutes, a police officer in a motorcycle was immediately seen on location. 

Torre even asked the responding policeman to salute to the camera to prove its real time response.

According to Torre, he will deploy regular policemen at the MMDA's command center for faster information dissemination and response in case of any emergency.
