MANILA (UPDATE) —  President Ferdinand Marcos Jr. on Monday said that tycoon Ramon Ang’s offer to help solve the problem of flooding in Metro Manila at no cost to the government is “certainly very welcome.”Proposals from taipans are common, and “from the very beginning I said that the private sector needs to be part of our national development,” Marcos told reporters in a press conference in Malacañang.“You’ve seen his projects, maganda naman ang mga nagiging resulta. The man is an engineer so I&#x27;m sure pinag aralan niya mabuti yan,” he said.“The other side of his proposal.  The LGUs have to take care of the garbage problem. It simply doesnt work until we have to solution for the garbage problem,” he said.“Anybody who wants to help, it’s a welcome offer,” he said.Ang had offered to help the government after several of San Miguel Corp.’s projects were accused of causing floods in some parts of the country, saying that the solution to the problem of persistent flooding in Metro Manila is to remove obstructions to the flow of water in rivers.“Ang solusyon ng Metro Manila flooding si bara ng ilog, at yung mga tinayong sit pile o tinayong kalsada, kailangan alisin, linisin - solve na ang baha ng buong Metro Manila, wala na kayong hanapbuhay non,” Ang said in a press conference last week.&quot;Kahit yung eskwela, gusto mo bibili na ako ng lupa, kapalit noon, magtatayo ako ng kapalit na eskwela. And yung housing bibili na rin ako lupa, para tayuan ang pabahay ang mga tao doon, para lang alisin natin yung mga pabahay at eskwela sa ibabaw ng ilog,&quot; he said.Meantime, Marcos said that the government is pilot testing a waste to energy project in Manila.If it succeeds, the program will be replicated in other flood-prone areas, the President said.<div>DPWH YET TO GET PROPOSAL</div>The Department of Public Works and Highways (DPWH) said it also welcomes Ang&#x27;s offer to help but has yet to formally receive any detailed proposal from the businessman.DPWH Secretary Manny Bonoan noted Ang’s contribution in flood control through dredging projects in San Juan River and Tullahan River. “He also dredged many rivers in Bulacan and Pampanga. I think it would help a lot if Mr. Ang will continue on his own, to help us on flood control, mitigation projects,” Bonoan told reporters. The DPWH chief meanwhile said he doesn&#x27;t see any problem with reducing the the agency&#x27;s budget if this is warranted. “Tingnan natin kung ano yung – why not? Kung talagang kailangan bawasan, e di bawasan,” said Bonoan.  Sen. Panfilo Lacson said in a statement yesterday that if Ang delivers on his offer, he would move to reduce the 2026 flood management appropriations for Metro Manila for the Department of Public Works and Highways (DPWH) and Metropolitan Manila Development Authority (MMDA).The lawmaker pointed out that the DPWH alone received more than P2 trillion in flood management allocations since 2011 but failed to solve the flooding problem.

“Anybody who wants to help, it’s a welcome offer,” President Marcos said.
