<p>MANILA — Maynilad and Manila Water are intensifying their campaign for members of the 4Ps or Pantawid Pamilyang Pilipino Program as well as those in the marginalized sector, to join the enhanced discounted rate program. </p><p>For Manila Water, only two 4Ps members have joined the program so far out of the targeted 46,000 customers. Maynilad, for its part, registered around 308 4Ps members out of the targeted 60,000 customers.</p><p>For 4Ps and marginalized sector members, those consuming up to 10 cubic meters get a discount of 51 percent on the basic charge and 40 percent on the basic charge for those consuming up to 20 cubic meters per month for Maynilad. </p><div><a href="https://www.abs-cbn.com/news/business/2025/7/1/consumer-files-complaint-to-maynilad-for-p20-k-water-bill-2058"><strong>Consumer files complaint to Maynilad for P20-K water bill</strong></a></div><p>For Manila Water, there is a discount of 60 percent on the basic charge for those 4Ps and marginalized sector members who consume up to 10 cubic meters, while for those consuming up to 20 cubic meters, the discount on the basic charge is 40 percent. </p><p>Translated to whole peso terms, for those consuming 10 cubic meters, a 4Ps or marginalized member only pays P91.40 versus the regular customer who pays P253.85.</p><p>For 20 cubic meters, the poor pay P274.87 versus the regular rate of P565.72, according to data coming from Manila Water. </p><p>Both Maynilad and Manila Water have reached out to local government units to pinpoint which customers are eligible for the program in order to help them comply with the requirements. </p><p>Among the requirements are the 4Ps ID or certification from the local social welfare office, current or updated billing, and application form. </p><div><a href="https://www.abs-cbn.com/news/business/2025/8/8/manila-water-net-income-up-15-pct-in-first-half-of-2025-1628"><strong>Manila Water net income up 15 pct in first half of 2025</strong></a></div><p>But Maynilad says many poor families exceed the 20 cubic meter consumption due to the number of people in the household. </p><p>MWSS Chief Regulator Patrick Ty said there are 4Ps members or marginalized customers whose water bills are not in their name. </p><p>Ty said this can be remedied by getting a certification from the barangay that the current occupant of the house is the one paying the bill. </p><p>For Ty, the dismal number of applicants is due to insufficient publicity regarding the program, since many poor customers do not know about the discounts. </p><p>According to Ty, they will tap the help of local government units so that more beneficiaries will apply and take advantage of the hefty discounts designed to ease the burden on the poor.</p><div><br/></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/OyYjKUw77aY?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
