Presidential Communications Office Facebook page.</div>MANILA (UPDATE) — President Ferdinand Marcos Jr. announced that the review of flood control projects for next year yielded P195 billion worth of “savings”.The savings will be reallocated to social programs and benefits, according to the President.He earlier announced that P36 billion will be allotted to the Department of Social Welfare and Development (DSWD) programs such as the Assistance to Individuals in Crisis Situations (AICS).“Nais kong ipaalam sa ating mga kababayan na mahigit P195 bilyong pondo ng DPWH ay ating ia-allocate,” Marcos Jr. said in his speech at the distribution of assistance to farmers and families who were affected by recent storms in the City of San Fernando, La Union on Friday, September 26.The chief executive also took note that the review, which resulted in savings, was a result of flood control anomalies exposed in congressional hearings. “Ito po ‘yung nakita — alam naman ninyo nagkakagulo ngayon doon sa House of Representatives, sa Kongreso at saka sa Senado dahil  ‘yung mga flood control na hindi maganda. Kaya po nakapag-savings po tayo dahil marami kaming nakita na project na hindi talaga tumutugon doon sa problema,” he further noted.“Sa kaka-imbestiga namin nakapag savings po tayo nang malaki, kaya yung savings na po ‘yun doon natin kukunin ang mahigit 195 bilyong piso para ilalagay natin sa lahat ng pagtutulong, lahat ng benefits para sa ating mga kababayan,” he stated. <div>BUDGET REALLOCATION</div>The P255.5 billion will be reallocated as follows:<ul style="list-style-type:circle"><li>P36 billion to the Department of Social Welfare and Development (DSWD) for Pantawid Pamilyang Pilipino Program (4Ps), Assistance for Individuals in Crisis (AICS), Payapa at Masaganang Pamayanan (PAMANA) Program, and Sustainable Livelihood Program (SLP);</li><li>P26.55 billion to the Department of Education (DepEd) for construction and rehabilitation of classrooms, school-based feeding programs, education of indigenous peoples, Academic Recovery and Accessible Learning (ARAL) program, salary of non-DepEd ARAL tutors, flexible learning options, Madrasah Education, and Special Needs Education Program;</li><li>P39.37 billion to the Department of Agriculture (DA) for post-harvest facilities, assistance to farmers and fisherfolk, crop insurance, deep water porters, fishport construction, among others;</li><li>P29.28 billion to the Department of Health (DOH) for Medical Assistance to Indigent and Financially Incapacitated Patients program, legacy hospitals and children with cancer at the Philippine Children’s Medical Center;</li><li>P60 billion to Philippine Health Insurance Corp. (PhilHealth) for the Yaman ng Kalusugan Program (YAKAP), Bagong Urgent Care and Ambulatory Services (BUCAS) Centers, Guaranteed and Accessible Medications for Outpatient Treatment;</li><li>P9.3 billion to the Commission on Higher Education (CHED); </li><li>P1 billion to the Technical Education and Skills Development Authority (TESDA);</li><li>P450 million to the Philippine Science High School System; </li><li>P1 billion to the Department of Transportation (DOTr) for the rehabilitation of the Metro Rail Transit (MRT); and</li><li>P18 billion to the Department of Labor and Employment (DOLE) for the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program and the Integrated Livelihood and Emergency Employment Program.</li></ul> Some 800 of the 1,612 families whose houses were totally damaged in the City of San Fernando received P10,179 emergency cash transfer from the Department of Social Welfare and Development.The Department of Agriculture, meanwhile, led the turnover of bags of inorganic fertilizers worth P2.9 million as well as fuel assistance amounting to P3,000 for each farmer-recipient.
