MANILA — The Land Transportation Office said it has scrapped the registration fee for custom-made motorcycle top boxes and saddle bags to ease costs for riders who rely on their motorcycles for work. The LTO said this followed a directive from President Ferdinand Marcos Jr. and Acting Transportation Secretary Giovanni Lopez to reduce the financial burden on motorcycle riders, particularly delivery drivers and other workers who use their vehicles to earn a living.LTO chief Assistant Secretary Markus Lacanilao said the agency has stopped collecting the P100 registration fee previously imposed on each top box or saddle bag installed on motorcycles.“This is a big help to riders who depend on their motorcycles for their livelihood, as it removes an added expense,” Lacanilao said.The agency said the policy is part of its 7-point reform agenda, which seeks to eliminate unnecessary fees while maintaining road safety standards. Lacanilao said the measure is intended to provide budget relief without compromising vehicle safety and regulatory oversight.While the fee has been removed, the LTO stressed that registration remains mandatory for all custom-made motorcycle accessories. The agency said registration is necessary to allow inspectors to assess roadworthiness, safety and the suitability of motorcycles fitted with additional equipment, ensuring compliance with LTO standards.Instead of issuing an official receipt as proof of registration, the LTO will now provide a certification in a format prescribed by its central office. The LTO chief urged regional directors, law enforcement officers and inspection center officials to fully implement the policy and help motorcycle owners complete registration procedures without delay.
