MANILA — The Philippine Competition Commission (PCC) has cleared the sale of three power plants owned by state firm Power Sector Assets and Liabilities Management (PSALM) Corp. to a unit of the Aboitiz Group.In a statement, the PCC said it approved the sale of the Caliraya Hydroelectric Power Plant, Botocan Hydroelectric Power Plant, and Kalayaan Pumped Storage Power Plant to Cleanergy 9 Power Inc.The PCC said it was initially concerned about the Aboitiz Group potentially engaging in unilateral price increases and potential constraints on reserve capacity. The Aboitiz Group is a major player in the Philippine power sector and owns electricity distributors Visayan Electric, Davao Light, and Cotabato Light.It is also in the power generation business. Cleanergy is its renewable energy brand.PSALM, meanwhile, is also a significant market participant through the energy provided by the abovementioned power plants.The antitrust body noted that the Aboitiz Group made voluntary commitments to address the concerns it raised. The PCC said the company made commitments on pricing and capacity allocation in relation to offers in the reserve segment of the wholesale electricity spot market involving the Luzon grid.The competition watchdog also ordered the company to appoint a senior competition compliance officer within 15 business days of PCC’s approval of the sale. This officer will monitor the company&#x27;s adherence to its commitments.The Caliraya-Botocan-Kalayaan Hydroelectric Power Plant is certified by the Department of Energy as an Energy Project of National Significance.“By securing targeted commitments in the Luzon ancillary services market during this transition, PCC is protecting consumers from undue price risks while ensuring reliability and fair competition,” PCC chairperson Michael Aguinaldo said.<div><a href="https://www.abs-cbn.com/news/business/2025/12/19/competition-watchdog-oks-metro-pacific-unit-s-purchase-of-coco-producer-franklin-baker-1320" rel="noopener noreferrer" target="_blank">Competition watchdog OKs Metro Pacific unit&#x27;s purchase of coco producer Franklin Baker</a></div>
