Luzon, Visayas grid to be placed on yellow, red alerts on Thursday

MANILA (UPDATE) — The Luzon and Visayas grids will be placed on yellow and red alerts on Thursday, May 14.In a Facebook post, the Department of Energy (DOE) said the schedule is as follows:LUZON GRID 2 p.m. to 3 p.m. - Yellow alert 3 p.m. to 10 p.m. - Red alert 10 p.m. to 12 a.m. - Yellow alertVISAYAS GRID 3 p.m. to 10 p.m. - Red alert 10 p.m. to 11 p.m. - Yellow alertA yellow alert means plants are producing less than the grid&#x27;s contingency requirement. Red alert means generation is lower than demand, prompting rolling power outages.The NGCP said that in Luzon, 15 plants have been on forced outage since May. One plant has been out since April, while 3 have been out since March. Four plants have been out since January.Available capacity in Luzon is at 12,464MW, but peak demand is expected to reach 12,877MW.The NGCP said it may implement manual load dropping, meaning rotating brownouts, in the following areas from 7p.m. to 8 p.m. to maintain the integrity of the power system:SECO ( Ilocos Sur Electric Cooperative, Inc. ) (parts of Ilocos Sur) CENPELCO ( CENPELCO ) (parts of Pangasinan) ISELCO 2 ( Isabela II Electric Cooperative ) (parts of Isabela) NEECO II Area 1 ( NEECO II - Area 1 ) (parts of Nueva Ecija) SAJELCO ( SAN JOSE CITY ELECTRIC COOPERATIVE ) (parts of San Jose City, Nueva Ecija) LGU PAMES ( PAMES and PMWS ) (parts of Pantabangan, Nueva Ecija) ZAMECO I ( Zambales I Electric Cooperative, Inc. )(parts of Zambales) QUEZELCO I ( Quezelco I - Quezon I Electric Cooperative, Inc. ) (parts of Quezon) BATELEC I ( Batangas 1 Electric Cooperative, Inc. ) (parts of Batangas) BATELEC II ( Batangas II Electric Cooperative, Inc. - Lipa Main Office ) (parts of Batangas FBPC ( First Bay Power Corporation )(parts of Batangas) Ibaan Electric Corp. ( Ibaan Electric Corporation ) (parts of Batangas) CASURECO I ( CASURECO I ) (parts of Camarines Sur) The power transmission firm said the schedule may be cancelled if the system condition improves, such as if actual demand falls below projections.Meanwhile, in Visayas, 12 plants have been on forced outage since May, while 1 has been out since March.Available capacity in Visayas is at about 2,377MW, while peak demand is expected to reach 2,552MW.Meralco said it was able to get 300MW commitment from participants of the Interruptible Load Program. These are businesses that offer to use their own generator instead of relying on the Luzon grid to help ease power demand.The DOE has also asked power generation companies to resolve plant issues quickly and return to the grid at rated capacity.Almost 2 million customers of Meralco suffered from up to 3-hour power interruptions until early morning of Thursday as the Luzon grid was placed into red alert due to transmission and generation issues on Wednesday. The Visayas grid was also under red alert on Wednesday evening, so hundreds of thousands of customers also experienced power interruptions. The DOE said that in Luzon, the National Grid Corporation was able to repair the transmission lines in Quezon but the generating plants that became offline need hours to restart. In the Visayas, the issue of power plants shutting down will need more time before these can be resolved. The immediate solution was to boost supply in Mindanao and Luzon so that the two islands can export electricity through the submarine cables.State weather bureau PAGASA said 49 localities nationwide are forecast to reach a danger-level heat index of 42-47°C on Thursday, as hot and humid conditions continue to persist across the country.
