<p>MANILA — President Ferdinand Marcos Jr. has approved the Philippines’ 2026 Strategic Investment Priority Plan (2026 SIPP), a 3-year framework that outlines key incentives to spur investments and trade in a country that has fallen behind its regional neighbors in terms of growth and economic value.</p><p>Marcos’ Memorandum Order No. 47 divided sectors into a 3-tier system for “preferred activities for investments.”</p><p>Tier I includes sectors that have high potential for job creation, sectors vulnerable to market failures resulting in the lack of basic goods and services, and sectors that generate value by upgrading the value chain.</p><p>It also covers sectors that provide essential support for other businesses critical to industrial development, and sectors that are emerging because of their potential comparative advantage.</p><p>Tier II covers activities that “produce supplies, parts and components, and intermediate services that are not locally produced, but are critical to industrial development and import-substituting activities.”</p><p>Tier III involves businesses related to research and development that would lead to “higher productivity, improved efficiency, breakthroughs in science and health, and high-paying jobs,” as well as those that lead to the commercialization of patents, industrial designs, copyrights and utility models, among others.</p><p>This tier also covers sectors &quot;critical to the structural transformation of the economy and require substantial catch-up efforts,&quot; like cybersecurity, artificial intelligence, and data centers.</p><div><a href="https://www.abs-cbn.com/news/business/2026/5/19/ph-concerned-about-stagflation-as-oil-price-shock-effects-persist-marcos-1000">PH ‘concerned about stagflation’ as oil price shock effects persist—Marcos </a><br/><a href="https://www.abs-cbn.com/news/business/2026/5/19/what-is-stagflation-and-should-we-be-worried-2302">What is stagflation and should we be worried? </a></div><p>Under the Philippines’ Corporate Recovery and Tax Incentives for Enterprises Act (CREATE), businesses are entitled to receive income tax holidays (IHT), special corporate income tax (SCIT) rates, and enhanced deductions (ED) depending on which tier their enterprise falls under.</p><p>The national government usually releases the SIPP every three years as it regularly recalibrates the prioritization of sectors that need boosting.</p><div><a href="https://www.abs-cbn.com/news/business/2026/5/5/marcos-wants-rice-prices-tamed-to-temper-inflation-palace-1754">Marcos wants rice prices tamed to temper inflation—Palace </a><br/><a href="https://www.abs-cbn.com/news/business/2026/5/29/marcos-japan-trip-brings-in-p56-3-billion-in-investments-dti-1636">Marcos&#x27; Japan trip brings in P56.3 billion in investments—DTI </a></div><div><br/></div><div><strong>RELATED VIDEO:</strong></div><div><strong><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/o6KXWYcmKVk?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span></strong><br/></div>
