CEBU — The National Grid Corporation of the Philippines (NGCP) said the power outlook for the Visayas in the coming months will improve after a major power plant returned to normal operation on Wednesday.To recall, red and yellow alerts were issued for the region in the past months as the power supply dwindled due to an “unplanned, emergency outage” from four power plants. The Visayas power grid lost about 591 megawatts.<div><a href="https://www.abs-cbn.com/news/business/2026/7/1/visayas-grid-on-yellow-alert-on-first-day-of-july-1057" rel="noopener noreferrer" target="_blank">Visayas grid on Yellow Alert on first day of July</a></div>Amado Otarra III, NGCP Senior Supervisor of Network Operations, said that the third unit of the Panay Energy Development Corporation resumed its full operations on July 1.<div><a href="https://www.abs-cbn.com/news/business/2026/6/17/visayas-on-yellow-alert-on-june-17-but-doe-says-relief-is-on-the-way-1428" rel="noopener noreferrer" target="_blank">Visayas on yellow alert on June 17, but DOE says relief is on the way</a></div>“Nadagdagan tayo ng 150 megawatts. So there were no more yellow alerts issued,” said Otarra.Otarra added that they are hopeful that the two power plants operated by Therma Visayas Inc (TVI) would also be repaired by late August or September.“In fact, we were able to have a meeting with the Department of Energy. They are going to have close coordination with the management of TVI in order to make sure that the targets are being met,” added Otarra.The lack of supply over the past month led to manual load dropping, which caused rotational blackouts in some areas of the Visayas. To avoid this in the future, Otarra said they are aiming for a balanced energy mix from both coal and renewable sources. For now, they do not expect to issue any alerts because of this development.<div>NEW PROJECTS</div>NGCP officials also shared their new projects that will meet the increasing power demand, especially in Metro Cebu.This includes the Cebu-Lapu-Lapu 230kV Transmission Line Project and the Lapu-Lapu 230kV Substation Project, which is still in the works.They invested about P55 billion in the projects.“This is to address the load growth in Mactan and Metro Cebu,” said Michael Baylosis, regional transmission planning senior manager.Another project is the Cebu-Leyte Interconnection Lines 3 and 4, which is now at the first stage of its development.“We will increase the transfer capacity of the submarine cable by adding 2x600 megawatts interconnection,” added Baylosis.This will also maximize power resource sharing between Luzon, Visayas, and Mindanao.Although this will help reach more distribution utilities, NGCP is still facing challenges with requests for rerouting, right-of-way, and permitting, among others.They are now seeking support from LGUs to fast-track their requests, especially for permits and clearances.
