Topacio even noted that even the arrest of Ong when she landed in the Philippine is questionable, since she was arrested by the National Bureau of Investigation.

Topacio said he is planning to question the continued detention of Ong either before the Court of Appeals or the Supreme Court or at the Regional Trial Court level, if the House Quad Comm will not order the release of Ong.
