DepEd says to work with DBM, DOF to find more funding for programs

Facade of the Department of Education Central Office in this photo taken on July 18, 2024.  Jonathan Cellona, ABS-CBN News/file MANILA — The Department of Education plans to collaborate with the Department of Budget and Management and the Department of Finance on options to increase funding for its programs in light of cuts to its 2025 budget.

President Ferdinand Marcos Jr. signed the General Appropriations Act of 2024 last Monday after a review to look for ways to restore a P12-billion slash to the DepEd's budget.

In the end, the executive branch could not raise allocations already approved by Congress. 

Education Secretary Sonny Angara said in a press release that he believes funding for the agency's programs can still be augmented through "inter-agency cooperation".

He said that education “remains a top priority for this administration" and that the department will work closely with DBM and DOF "to explore funding mechanisms that will enable us to deliver our mandate".

Teachers' groups, including the Teachers' Dignity Coalition, have warned that the budget cut will deny teachers and learners access to computers and the internet and would make it more difficult to address a shortage in classrooms.

“While yung gobyerno natin nagasasabi na kailangan itong digitization, computerization program sa kabuuang sistema. Ang problema, hindi naman ito nagma-manifest pagdating doon sa budget,” TDC chairperson Benjo Basas said on December 30, the day the budget was signed.

(While the government sys we need digitization, the computerization program across the system, the problem is that is not manifested in the budget)

Angara on Thursday said "education is everyone's business and we're aiming for closer collaboration."

He also lauded Marcos Jr. for "prioritizing sustainable programs", adding that his approach helps DepEd to receive continuous "strategic support to fulfill its mandate."

Budget Secretary Secretary Amenah Pangandaman said on December 30 that the DepEd could still see an increase "as long as mayroon tayong (we have) additional revenue from the DOF."

Through December and before the 2025 budget was signed, DepEd, budget reform advocates and progressive groups decried thebudget cut, which several lawmakers said was due to the department's track record of delayed and irregular procurement.

Angara took over the office in July 2024 after Vice President Sara Duterte resigned from the Cabinet amid issues surrounding spending at the DepEd and at her office.

ACT Teachers Party-list Rep. France Castro, who has been critical of DepEd policies, called the cut “a clear manifestation of the government’s anti-education and anti-poor policies.”
