Villanueva welcomes cancellation of POGO-linked birth certificates, forfeiture of assets

Sen. Joel Villanueva welcomed the move to cancel spurious birth certificates and the forfeiture of assets of foreign nationals who worked for Philippine Offshore Gaming Operators (POGOs).

Villanueva on Thursday said concerned agencies should proactively pursue foreign nationals related to POGO operations, now banned per Executive Order 74 issued by  President Ferdinand Marcos Jr. 

"We hope that this does not stop with those already identified but should expand proactively, in coordination with other relevant agencies such as the Bureau of Immigration, the Department of the Interior and Local Government, and the Philippine Statistics Authority, to cancel fraudulent birth certificates," Villanueva said in a statement.

"The case of Alice Guo has shown us the magnitude and extent of the problem of foreign nationals illegally acquiring Philippine citizenship, passports, and government identification cards."

Villanueva also supported the forfeiture of assets related to POGO operations.

He said Senate Bill 2868, which he authored and co-sponsored in the Senate, authorizes the forfeiture of all POGO assets, such as buildings and other structures or facilities, in favor of the government.

"These may be disposed of in accordance with existing laws, rules, and regulations," said the senator.

Solicitor General Menardo Guevarra earlier said they would seek the cancellation of spurious birth certificates and the forfeiture of assets of foreign nationals linked to POGOs.

He said government efforts against POGOs will not end after the exit of foreign workers on December 31, 2024, the deadline set by the President.

Cancellation of birth certificates and the forfeiture of assets are subject to court processes.

“The OSG’s massive post-POGO tasks will consist of cancelling all certificates of birth fraudulently acquired by aliens [or] foreign nationals and forfeiting their illegally acquired real properties and other assets in the Philippines,” Guevarra said.
