2025 budget lawful, valid; all amounts in bicam report ‘determined’ before signing: Quimbo

MANILA — House Committee on Appropriations Acting Chairperson Rep. Stella Quimbo on Monday finally spoke up on the alleged issues in the 2025 national budget and asserted that it was “lawful, valid, and fully enforceable”.

Quimbo reiterated the statements of Senate President Francis Escudero and Malacanang that the enrolled General Appropriations Bill for 2025 had no blank items.

“Wala pong problema sa ating 2025 GAA (General Appropriations Act). It is legal. It is fully enforceable. It is valid. Dahil po, ang ating enrolled bill, ibig sabihin po, ang General Appropriations Bill na nanggaling po sa Congress ay kumpleto. So that's basically the reason for why ang naging basehan ng GAA ay kumpleto,” Quimbo said in an interview. 

Asked whether the bicameral conference report contained blanks as claimed by four lawmakers, Quimbo answered in the affirmative. But she said that all appropriations had already been “determined” and “approved” when members of the bicameral conference committee signed the report.

“Yes, so notwithstanding any typographical errors or any adjustments that are needed as a result of amendments, ay authorized naman po ang technical staff ng both House and Senate to make all of these necessary corrections,” Quimbo said.

“At the point of signing by the bicam members, ay lahat naman po ng appropriation amounts have already been decided upon. Ibig sabihin, lahat ng naging corrections ng ating technical staff, lahat po ‘yan ay ministerial na lang. Ibig sabihin calculator activity nalang po. Wala na po silang discretion, dahil lahat po ay decided na by the bicam members at the point of signing,” she explained.

“And there is another omnibus provision doon sa bicam na in case na magkaiba po ang version ng printed at saka ng bicam report, ang mag-prevail po is the printed version,” Quimbo noted.

The lawmaker tagged as “politically motivated” and “unfounded” any suggestion of impropriety in the 2025 budget.

“Any suggestion of impropriety is unfounded and appears to be politically motivated rather than prompted by genuinely substantive concerns. It is unfortunate that an administrative matter is being maliciously misconstrued to create controversy where there is none,” Quimbo said in a statement.

"This matter has been sufficiently explained, and at a time when we face far real and urgent national challenges, it would be More productive to focus our efforts on addressing the legitimately pressing needs of our people," she continued. 

She noted that anyone is free to question the matter before the Supreme Court.
