Ganun lang kasimple, pero naniniwala ako sa integrity nila, sa kakayahan nila, and may tiwala ako sa kanila. Ang sabi ko nga kailangan bilisan ang pag-aayos. Hindi ako papayag na yung typical dati na minsan anim na buwan o isang taon bago maayos yung mga nasira ng bagyo,&quot; Dizon said.</p><p>&quot;Pupunta rin kami sa Biliran kasi merong reports don na merong namatay dahil sa mga flash flood at titignan ko kung nakatulong ba o kumusta ba yung mga ginawang flood control projects,&quot; he added.</p><p>Dizon said Regional Operations Undersecretary Arthur Bisnar and Convergence Projects and Technical Services Undersecretary Arrey A. Perez will join him on the Wednesday inspection.</p><div><br/></div><div><strong>&#x27;LOW MORALE&#x27; IN DPWH</strong></div><p>Asked about low morale in DPWH amid flood control controversies, Dizon said such challenges are an inevitable part of the agency&#x27;s bid for transformation.</p><p>&quot;Hind na ako magtataka kung hindi masyadong mataas [ang morale] kasi kahit naman sino, mada-down dito sa nangyayari. Lalo na yung mga maaayos na tao sa DPWH,&quot; Dizon said.</p><p>&quot;Kasama &#x27;yan eh sa pagbabago. Kasama &#x27;yan sa mga sakit na kailangan nating daanan pero kung gagawin natin ng tama, seseryosohin natin, pananagutin yung mga dapat managot, tingin ko, slowly but surely babalik yung morale,&quot; he added.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/24/dpwh-orders-several-personnel-to-explain-ghost-projects-lavish-lifestyle-0855">READ: DPWH orders several personnel to explain substandard projects, lavish lifestyle</a></div><div><br/></div><div><strong>AGENCY REFORMS</strong></div><p>Dizon said reforms are being implemented to make the DPWH more accountable and accessible to the public, including plans for a &#x27;transparency portal&#x27; on the agency&#x27;s projects.</p><p>&quot;Lahat ng mga requirements, lahat ng mga proseso, io-open na natin sa public. Sa mga susunod na lunggo, magla-launch tayo ng transparency protal katulad nung Isumbong sa Pangulo website. Pero ito, lahat ng proyekto ng DPWH naandyan, hindi lang flood control,&quot; he said.</p><p>He added that the platform will allow the public to monitor the progress of projects.</p><p>&quot;Lalagyan din natin ng coordinates kung na-verify na natin yung pag-usad ng mga proyekto… pati yung mga dokumento, mga kontrata… ilalagay natin &#x27;yan doon sa transparency portal, he said.&quot;</p><p>He said the department has started using blockchain technology and mandating livestreams of all bidding processes.</p><p>&quot;Kailangan klaro sa atin kung ano yung dapat natin baguhin. So sinimulan natin ngayon doon sa pagpirma ng block chain, malaking bagay &#x27;yan. Sinimulan natin ngayon na i-require ung mga livestreaming ng lahat ng bid, hindi lang sa central office kundi hanggang district engineering office. Dapat ginagawa nila &#x27;yan dahil required &#x27;yan sa batas,&quot; he said.</p><p>When asked about the Independent Commission for Infrastructure&#x27;s decision not to livestream its hearings, Dizon said he respects the commission&#x27;s independence.</p><p>&quot;Naniniwala ako sa credibility and integrity ng ICI… so kung anong desisyon nila, naniniwala ako, na kung &#x27;yun ang tingin nilang tamang desisyon, nagtitiwala ako don,&quot; he said.</p>
