Jonathan Cellona, ABS-CBN News/File"/><span class="fr-inner" style="text-align:left">Vice President Sara Duterte gestures during a press briefing at the Cybergate building in Mandaluyong City on September 25, 2024. <em>Jonathan Cellona, ABS-CBN News/File</em></span></span></span></div><p>MANILA — The House of Representatives rescheduled plenary deliberations on the Office of the Vice President’s (OVP) proposed 2026 budget for the second time after Vice President Sara Duterte failed to show up at the Batasang Pambansa Complex again.</p><p>The office’s budget was first placed in the agenda for the plenary session on Tuesday.</p><p>It was eventually moved to Wednesday due to Duterte’s absence, but the vice president also did not come to the lower house on the rescheduled date.</p><p>An advisory from the OVP confirmed Duterte would remain in Cebu province until Thursday to visit areas affected by the <a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/regions/2025/10/1/cebu-quake-death-toll-reaches-60-as-injured-overwhelm-hospitals-1235">magnitude 6.9 earthquake</a>.</p><p>The vice president was in the province on Wednesday “to extend her sympathies to those affected by the earthquake.”</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/29/vp-sara-duterte-shows-up-at-senate-budget-hearing-1038">READ: Senate panel OKs OVP&#x27;s proposed 2026 budget</a></div><p>A motion to put the consideration of the OVP’s proposed budget in Thursday’s agenda was approved at the House of Representatives, which House Deputy Majority Leader Representative Arnan Panaligan called the “last chance” for the office as it is the last day of plenary deliberations for the proposed 2026 budget.</p><p>“The absence of head of office was the reason why we reset the agenda for today. And again, the same officials were sent today… The highest ranking official sent were the assistant secretary. And given the same situation today, we are constrained to put this office again in the agenda tomorrow, October 2, 2025. This is the last chance, being the last day that we will put the Office of the Vice President on the agenda to defend the budget of her office for tomorrow, the last day of plenary deliberations for the proposed 2026 budget or General Appropriations Bill,” Panaligan said.</p><p>Prior to this, House Minority Leader Rep. Marcelino Libanan questioned the possible tackling of the OVP budget on Wednesday when Duterte was not present.</p><p>“Is it not a requirement of this House is that for the heads of agencies to be personally present as what happened during our previous deliberations? And in this case, we need the presence of the vice president,” Libanan said.</p><p>Panaligan confirmed the rules of the House call for the presence of the heads of agencies in the consideration of their proposed budget.</p><div><br/></div><div><strong>RESOLUTION TO EXTEND PLENARY SESSION</strong></div><p>The House of Representatives voted on Wednesday to adopt and transmit to the Senate House Resolution 320 requesting the upper chamber to grant its consent to the lower chamber to extend its plenary session to October 13.</p><p>This is for the purpose of considering the 2026 General Appropriations Bill (GAB) on third and final reading.</p><p>The resolution cited the constitutionally mandated period of three days to study and review the final version of the bill prior to nominal voting on third reading, as well as the three-day interval between second and third readings of a bill.</p><p>“This extension is hereby sought in faithful compliance with the requirements of the 1987 Constitution, particularly the mandatory three-day interval between the Second and Third Readings of a bill, as enshrined in Article VI, Section 26(2) thereof, and in recognition of the constitutional imperative to ensure the timely and orderly enactment of the General Appropriations Act for the succeeding fiscal year,” the House resolution reads.</p><div><br/></div><div><strong>MARCOLETA FOR REDUCING PCO BUDGET</strong></div><p>On Wednesday, SAGIP party-list Rep. Paolo Henry Marcoleta recommended reducing the budget of the Presidential Communications Office (PCO), saying the agency has not shown wise spending in the past fiscal year.</p><p>“Let me end my interpellation to continually object to the proposals of the PCO proper finding that it has not sufficiently shown prudent and wise spending in the past fiscal year,” SAGIP Rep. Paolo Henry Marcoleta said.</p><p>What preceded this was a line of questioning on various issues, including reports cited by Marcoleta of funding being provided by the agency to help fight critics of the Marcos administration.</p><p>This was later denied by PCO budget sponsor Rep. Alexandria Gonzales.</p>
