MANILA — In a bid to make infrastructure spending more transparent, Department of Public Works and Highways (DPWH) Secretary Vince Dizon has signed a memorandum inviting citizens and civil society organizations to take part in auditing the agency’s projects.To enable the Citizen Participatory Audit (CPA), the order states that “every Filipino shall have access to information, official records, public records, and documents and papers pertaining to official acts, transactions or decisions.”It also aims to institutionalize this policy through the conduct of the following activities, among others:-﻿The DPWH shall identify areas for possible partnership with citizens and CSOs through consultations and dialogues;-﻿Development of the CPA Plan through a planning activity participated in by representatives from all DPWH Offices, and its subsequent implementation;﻿-Identification and provision of resources, systems, and capacity/competency building requirements;﻿-Capacity and competency building activities;﻿-Engagement of CSOs in the procurement and implementation of DPWH projects; and﻿-Submission of reports relative to the implementation of the CPA Plan and the assessment of its effectiveness“All civil society organizations across the country, whether national or local, will participate in the audit and monitoring of all DPWH projects from the time they are bidded out, up to the time that they are implemented and completed eventually,” said Dizon.“Ngayon kasi ang nababalitaan ko, lalo na from our friends in the media, is in the past daw, napakahirap kumuha ng impormasyon sa DPWH. Isa ito sa first steps natin para mapadali,” he added.Dizon has earlier admitted that the lack of transparency in the DPWH’s processes that has led to the flood control corruption mess, noting that changes are key to ensure it does not happen again.Another reform Dizon wants to introduce soon are stricter penalties for going against existing guidelines on building flood control projects, drainage, and slope protection projects.“Kasi obviously hindi ito sinunod. Unang una, meron tayong nadiskubreng flood control na ni plano, wala…. Mag-iimpose talaga tayo ng very strict and severe penalties,” he said.
