Martin Romualdez has submitted his sworn affidavit before the Independent Commission for Infrastructure (ICI) on Tuesday, October 14, said ICI Executive Director Atty. Brian Hosaka.</p><p>Hosaka also confirmed that Romualdez was asked about the allegations of a witness during the Senate Blue Ribbon Committee that he received suitcases filled with money at his residence but the former speaker denied it.</p><p>“It was asked of course and he denied it…okay,” said Hosaka.</p><p>Hosaka added that Romualdez is expected to be back again next week to testify before the Commission.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/14/ex-speaker-romualdez-attends-ici-hearing-on-flood-control-mess-0959"><strong>Ex-Speaker Romualdez attends ICI hearing on flood control mess </strong></a> </div><p>“He also explained the budget process, ano yung kanyang role as Speaker at that time sa paggawa ng budget natin and at the same time he submitted an affidavit which he did this morning kaya nag ginawa ng Commission after the hearing is he was invited back so that questions will be ask pertaining to that affidavit….so babalik siya ulit next week,” Hosaka told reporters.</p><p>In an ambush interview after the hearing, Romualdez said he is willing to attend the ICI probe again if he will be invited.</p><p>“I was invited to the ICI to share my personal knowledge don the budget process…and of course, any information about the insertions of the flood control -  we want to support the investigation, the fact-finding to resolve the issues surrounding the concerns of ICI,” said Romualdez.</p><p>“I’m ready to come back to the commission anytime I’m invited to I can share more information, I will do so,” Romualdez added.</p><p>According to Hosaka, the former speaker did not implicate anyone to the flood control mess but instead just focused on personalities involved in the preparation of the national budget.</p><p>“It is helpful in the sense na we in a way…medyo napalinaw kung ano yung role niya or role ng mga kasamahan niya sa paggawa nung budget,” said Hosaka.<a href="https://www.abs-cbn.com/news/nation/2025/10/8/ici-seeks-ilbo-vs-escudero-romualdez-other-officials-tagged-in-flood-control-mess-1243"><strong></strong></a></p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/8/ici-seeks-ilbo-vs-escudero-romualdez-other-officials-tagged-in-flood-control-mess-1243"><strong>DOJ OKs lookout order vs Escudero, Romualdez, others tagged in flood control mess</strong></a></div><div><br/></div><div><strong>RELATED VIDEO</strong></div><div><span class="fr-video fr-deletable fr-fvc fr-dvb fr-draggable" contenteditable="false" draggable="true"><iframe width="640" height="360" src="https://www.youtube.com/embed/41vGlXgOdk4?&amp;wmode=opaque&amp;rel=0" frameBorder="0" allowfullscreen="" class="fr-draggable"></iframe></span><br/></div>
