Marcy Teodoro on Tuesday filed his counter-affidavit at the Department of Justice to counter the rape by sexual assault and acts of lasciviousness complaints filed against him by two policewomen. </p><p>Teodoro said a total of 28 witnesses also filed sworn affidavits to belie the claims of his accusers.</p><p>&quot;May mga programa akong dinaluhan, iyong oras na sinasabi nilang naganap ang panghahalay, na inaakusa nila sa akin, kaya sa mga testimonya, sa mga witnesses, sa mga ebidensya, documentary evidence, makikita na walang pagkakataon na ginawa iyong ganong bagay, ang panghahalay,&quot; Teodoro said. </p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/9/25/2-female-cops-file-lasciviousness-rape-complaints-vs-marikina-rep-marcy-teodoro-0908">READ: Rape by sexual assault, acts of lasciviousness raps filed vs Marikina congressman</a></div><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/13/marikina-rep-teodoro-counter-sues-female-cops-who-accused-him-of-sexual-assault-1332">READ: Marikina Rep. Teodoro sues female cops who accused him of sexual assault</a></div><p>Teodoro also said there are police officers, who are colleagues of the complainants, who also submitted sworn affidavits.</p><p>&quot;Siguro may lima, anim na pulis na magpapatotoo rin na doon sa mga araw na nabanggit, wala silang nakitang kakaiba at wala silang nakitang panghahalay dahil kasama nila allegedly iyong biktima,&quot; Teodoro said.</p><p>Teodoro was accompanied by his wife, Marikina City Mayor Maan Teodoro, and lawyer Alma Mallonga. </p><p>&quot;Ayokong sabihin, kasi obvious naman, these are sham complaints as far as we are concerned, but the process is here,&quot; Mallonga said.</p><p>Teodoro stressed his belief that the complaints were politically motivated, but still refused to divulge the individuals behind them.</p><p>&quot;Sunod-sunod itong ginawa sa akin, kaya nalulungkot ako dahil nauubos ang oras ko para gawin naman iyong para sa bayan at para gawin naman ang aking trabaho bilang kinatawan ng district,&quot; Teodoro said.</p><p>Aside from the perjury charges filed before the Office of the City Prosecutor of Manila, Teodoro said he is also contemplating on filing complaints against the policewomen before the Internal Affairs Services of the Philippine National Police.</p><div><br/></div><div><strong>FLOOD CONTROL ISSUE</strong></div><p>Teodoro also wants to be invited by the Independent Commission for Infrastructure to clear his name after being tagged by contractor Curlee Discaya at the Senate last month.</p><p>&quot;Gusto ko ngang humarap dahil nga, gusto kong malinaw,&quot; he said. &quot;Dalawa o tatlong buwan pa lang akong congressman. Bakit naisama ang pangalan ko doon sa mga kongresista na sinasabi nila na may mga proyekto o insertions?&quot;</p><p>&quot;Sigurado ako na wala akong insertion dahil hindi naman ako kinatawan ng distritong iyan,&quot; he added.</p><p>Teodoro also said he is planning to file a perjury case against Discaya for implicating him in alleged anomalous flood control projects.</p><p>Meanwhile, he downplayed his inclusion in the Immigration Lookout Bulletin Order of the Department of Justice.</p><div><a class="fr-green fr-strong" href="https://www.abs-cbn.com/news/nation/2025/10/9/bi-lookout-bulletin-won-t-stop-flood-control-players-from-leaving-ph-0832">READ: Lookout bulletin won&#x27;t stop flood control players from leaving PH -- BI</a></div><p>&quot;Normal naman iyon, kasi, dahil napangalanan nga ako,&quot; he said. &quot;Hindi naman masama ang loob ko, dahil proseso iyon.&quot;</p>
