Public Works Secretary Vince Dizon on Tuesday said he wants the formula for allocable and non-allocable funds in the Department of Public Works and Highways scrapped, saying dividing the budget should be based on the needs of an area.Speaking to DZMM, Dizon said he cannot make heads or tails about the 2 funds despite an explanation from Undersecretary Cathy Cabral.“To be honest kahit ako hindi ko maintindhan ‘yung allocable and unallocable na ‘yan. I told Congress na i si-scrap ko ‘yung ganyang klaseng formula. Walang nakakaintindi ng formula na ‘yan,” he said.Sen. Rodante Marcoleta earlier  said allocable funds were distributed to members of the House of Representatives to ensure that the National Expenditure Program (NEP) remains untouched during budget season. Dizon said dividing the budget for any department should be done with transparency, and should be based on the needs of an area and not the needs of an official.“Kunwari sa DPWH, kung ang isang lugar ay nangangailangan ng mas maraming imprastraktura, kalye, tulay, school building, dahil malaki ang kanilang populasyon o malawak ang kanilang lugar, land area so mas kailangan ng kalye…Dapat ganun lang kasimple ang pag allocate ng mas malaki o mas kaunti na pondo,” he said.“Hindi ‘yung yun nga, pinagkakahinalaan na ginagamit na pang-alok sa mga either mambabatas o iba pang opisyales. Dapat i-scrap na ‘yan ng tuluyan.” Dizon noted the President’s marching orders did not include defending the old way of doing things in the DPWH but to institute reforms. “Itabi na ‘yang allocable at non-allocable na wala naman nakakaintindi.”The DPWH is also validating projects that have been allocated funds for years to check if the budget is being used correctly.
