CAAP says ready to act on recovery of Zaldy Co's air assets upon release of order for forfeiture

<p>MANILA — The Civil Aviation Authority of the Philippines is monitoring the three air assets of former Ako Bicol Rep. Zaldy Co, which were able to leave the country, despite the ongoing probe on those linked to the anomalous flood control projects.</p><p>In an interview, CAAP Director General Raul Del Rosario said Co&#x27;s 3 air assets were able to leave for Malaysia and Singapore.</p><p>“Sa kabuuan meron kaming na-identified na 13 aircrafts, ito ay pag-aari ng kumpanyang involved. Humingi na ng detalye ang DPWH, NBI, AMLAC as early as August 16, August 20, September 11 wala pang official investigation. Lumipad na palabas yung 2 helicopter at 1 eroplano,” Del Rosario told reporters.</p><p>Based on records, Del Rosario said one helicopter was on a medical mission while the other two flew to Malaysia and Singapore.</p><div><a href="http://CAAP confirms three of Zaldy Co’s air assets no longer in PH">CAAP confirms three of Zaldy Co’s air assets no longer in PH</a></div><p>He said CAAP is monitoring the flight plans of all these air assets and will act once the agency receives any order to recover them.</p><p>&quot;Sa ngayon, inaatay namin kung ano ang magiging position ng AMLC at nakahanda lang kami, at binabantayan namin. Nakikipag-ugnayan din kami sa mga Civil Aviation Authorities ng ibang bansa na pinuntahan nila at nagpapatulong kami na i-monitor dahil sa ngayon yun pa naman ang kaya nating gawin,” Del Rosario said.</p><p>“Actually pag may order na forfeiture, pupuntahan po ng CAAP yan ng mga inspector natin ay i-a-arrange natin ang lipad pabalik sa Pilipinas - escorted ng mga CAAP flight inspectors,” Del Rosario added.</p><div><br/></div><div><strong>GOV&#x27;T CAN TAKE THE AIR ASSETS BACK</strong></div><p>Meanwhile, DPWH Sec. Vince Dizon explained that the government can still recover these air assets of Co abroad in due time.</p><p>“Ang importante dito, ang mga eroplanong yan or chopper na yan - hindi nila maibebenta at sa tamang panahon, kapag yan ay babawiin na ng gobyerno through various legal cases yan ay mababawi kahit saan pa yan sa mundo,” according to Dizon.</p><p>The ICI underscores that recovering stolen funds and assets from anomalous infrastructure projects is not only a legal duty but also a moral responsibility for all public servants. </p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/30/the-6-people-named-in-ici-report-and-their-alleged-links-to-flood-control-mess-1732">The 6 people named in ICI report and their alleged links to flood-control mess</a></div><p>CAAP joined the meeting with the Asset Recovery-Technical Working Group (AR-TWG) of the Independent Commission for Infrastructure (ICI), along with several government agencies on Thursday, October 30, to iron out its plans and strategies on how to recover the assets of personalities involved in the anomalous flood control projects.</p><p>ICI Chairman Andres Reyes Jr, in his opening statement, said, it aims to outline operational guidelines, timelines and priority actions to fully support national asset recovery and accountability initiatives.</p><p>“Alam natin na bawat pisong ninakaw ay pisong nawala sa serbisyo para sa tao. Kaya’t mahalaga po na sama-sma tayong kikilos at magtutulungan para maibalik ang perang pag-aari ng publiko,” said Reyes.</p><p>The meeting was also attended by officials and representatives from the Anti-Money Laundering Council ( AMLC), Bureau of Customs (BOC), Bureau of Internal Revenue (BIR), Cybercrime Investigation and Coordinating Center (CICC), Department of Justice (DOJ), Department of Transportation (DOTr), Department of Public Works and Highways (DPWH), Department of Trade and Industry (DTI),  Insurance Commission (IC), Land Transportation Office (LTO), National Bureau of Investigation (NBI), Office of the Solicitor General (OSG), Philippine Competition Commission (PCC), Securities and Exchange Commission (SEC) and Office of the Ombudsman.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/30/teacher-questions-legality-of-ici-s-flood-control-probe-at-supreme-court-1424">Teacher questions legality of ICI&#x27;s flood control probe at Supreme Court</a></div>
