MANILA - Former DPWH Bulacan 1st District Engineer Henry Alcantara was introduced to then Undersecretary Robert Bernardo sometime in 1997, according to the Independent Commission (ICI) Interim Report sent to the Office of the Ombudsman as part of its second referral.The ICI report said Bernardo helped Alcantara become the District Engineer of Bulacan Fist District Engineering Office in 2019.   The report said that according to Bernardo, in 2022, the Bulacan DEO started to receive P350 million for projects wherein 25% or about P70 million, was allotted to and then delivered to the proponent.The report said Alcantara’s engineering office received P710 million total funding for its projects where P450 million was allocated in the National Expenditure Program (NEP) and P260 million was allocated in the General Appropriations Act (GAA).<div><a href="https://www.abs-cbn.com/news/nation/2025/10/29/-ici-recommends-raps-vs-jinggoy-villanueva-co-other-execs-over-flood-control-scandal-1206">ICI recommends criminal, admin raps vs Villanueva, Estrada, Co, other execs over flood control scandal </a> </div>The ICI report said the agreement was that 25% will go to the proponent, and 5% to 10% as advance payment taken by Bernardo when the NEP was finalized to be handed to the proponent. Meanwhile another 5% to 10% of the funding will be given again during the bicam deliberations and the remaining balance will then be given upon the passing of the GAA.A bigger funding amounting to P3.3 billion was received by the Bulacan 1st District of which 25% was given to the proponent that was handed to Bernardo.Aside from Senators Joel Villanueva, Jinggoy Estrada and former Ako Bikol Party-list Rep. Zaldy Co, three other personalities were mentioned in the ICI report allegedly linked to the anomalous flood control projects.These include former Caloocan congresswoman Mitch Cajayon-Uy and COA Commissioner Mario Lipana.Based on information gathered by the ICI, Alcantara testified that in 2021 while then Cajayon-Uy was still an undersecretary, she allegedly asked for projects with the DPWH 1st District DEO.  In 2022, about P411 million worth of projects was approved from her insertions in the GAA.Alcantara said Cayajon-Uy asked for 10% in exchange and was given to her in a restaurant in Quezon City.<div><a href="https://www.abs-cbn.com/news/nation/2025/10/29/ici-to-amend-2nd-referral-to-include-3-ex-dpwh-engineers-1811">ICI to amend 2nd referral to include 3 ex-DPWH engineers </a> </div>In September 9, 2025, former DPWH assistant district engineer Brice Hernandez presented a picture of bundles of money placed on top of an office table.In the said picture, Hernandez and Alcantara were allegedly preparing the SOP money to be delivered to Cajayon-Uy.During the Senate Blue Ribbon Committee hearing, Alcantara confirmed that he was the one in that picture showing large bundles of cash.Alcantara testified that those cash were meant for Rep. Zaldy Co for his proposals and insertions of projects in 2022 Bicam.Meantime, the ICI report said, that sometime in 2022, Lipana asked Alcantara for a list of flood control projects from Bulacan.<div>  </div>
