Jonathan Cellona, ABS-CBN News</span></span></span></div><p>MANILA — The Department of Public Works and Highways (DPWH) on Monday said it is looking into a study from the University of the Philippines (UP) that claimed some P115 billion in public funds may have been poured into “shadow flood control projects.”</p><div><a href="https://www.abs-cbn.com/news/nation/2025/8/19/dpwh-chief-admits-existence-of-ghost-flood-control-projects-vows-probe-1233">DPWH chief admits existence of &#x27;ghost&#x27; flood control projects, vows probe</a></div><p>“Shadow flood control projects” are anti-flood programs that are not included in the Philippines’ Flood Management Program (FMP), according to a study from the UP National College of Public Administration and Governance (UP-NCPAG).</p><p>The allocation for these programs ballooned to P115.23 billion in 2025 from P81.55 billion in 2022, according to the study.</p><p>“Nakuha ko yung report noong weekend at posible na apart from the budget na nakalagay flood control, mayroong iba na posibleng related sa flood control tulad ng drainage, slope protection at iba pa. ‘Yan din ay titingnan natin,” DPWH Secretary Vince Dizon told reporters in a chance interview.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/9/29/zaldy-co-resigns-as-house-representative-amid-flood-control-scandal-1600">Zaldy Co resigns as House representative amid flood control scandal</a></div><p>“Napakarami pong proyekto ito na kailangan natin pag-aralan, kailangan natin inspectin so hindi ito magiging madali, hindi ito magiging mabilis pero tuloy-tuloy lang,” he said.</p><p>The DPWH is hoping to release a rough estimate of how much taxpayers’ money was wasted over numerous flood control projects that were either substandard or missing.</p><div><br/></div><div><strong>MAGALONG EXIT<br/></strong></div><div><br/></div><p>Meanwhile, Dizon said Baguio City Mayor Benjamin Magalong’s resignation as special adviser of the Independent Commission for Infrastructure was a big blow to the government’s efforts to in investigating the flood control mess.</p><p>He said looks forward to working with the local chief executive’s replacement.</p><p>Malacañang earlier announced that former Philippine National Police chief Rodolfo Azurin Jr. will replace Magalong as ICI special adviser.</p><div><a href="https://www.abs-cbn.com/news/nation/2025/10/5/magalong-s-resignation-from-ici-not-what-marcos-jr-wanted-palace-1221">Magalong&#x27;s resignation from ICI &#x27;not what Marcos Jr. wanted&#x27; — Palace</a></div><p>“They know each other well.
